Abstract

"The Arctic-Barents region is facing numerous pressures from a variety of sources, including the effect of environmental changes and extractive industrial developments. The threats arising out of these pressures result in human security challenges.This book analyses the formation, and promotion, of societal security within the context of Arctic-Barents region. It applies the human security framework, which has increasingly gained currency at the UN level since 1994 (UNDP), as a tool to provide answers to many questions that face the Barents population today. The study explores human security dimensions such as environmental security, economic security, health, food, water, energy, communities, political security and digital security in order to assess the current challenges that the Barents population experiences today or may encounter in the future. In doing so, the book develops a comprehensive analysis of vulnerabilities, challenges and needs in the Barents region and provides recommendations for new strategies to tackle insecurity and improve the well-being of both indigenous and local communities.This book will be a valuable tool for academics, policy-makers, and students interested in environmental and human security, sustainable development, environmental studies and the Arctic and Barents region in particular."--Provided by publisher.

Abstract

Understanding the Many Faces of Human Security: Perspectives of Northern Indigenous Peoples addresses the different aspects of the human security challenges threatening Northern indigenous peoples. These peoples, whose unique, nature-based livelihoods maintain their identity, face difficulties linked to a changing natural and social environment. Their traditional worldviews are challenged as the world they have known for generations is literally melting away. The North experiences numerous pressures linked to rapid modernization, industrialization, demographic pressure and cultural changes. These threats are presented from various angles, such as indigenous understanding of security, governance, sustainability, livelihood practices, mining, nature-based resources and land use management, gender and the elderly. The focus groups of the book are the Ainu, Inuit, Nenets, Sámi and the Mongolian indigenous herders.

Abstract

Food Security Governance in the Arctic-Barents Region provides a multidisciplinary perspective on the major food security and safety challenges faced in the Arctic region. The authors address existing gaps in current knowledge of the coordination and implementation of legal framework and policy that affects the Arctic. The volume is unique in its focus on the Barents region, an area of northern Europe containing Norway, Sweden, Finland and Russia. The region has a population of approximately 5.2 million, including indigenous and non-indigenous peoples. The authors offer a balanced and systemic review of the role of traditional foods in this region, along with an overview of the regulatory tools and institutions that govern food security. Food security and safety in the –Arctic-Barents region is connected to and impacted by transformations from both inside and outside the area. Climate change, globalization and human activities affect the availability, accessibility, and affordability of food. The result of these transformations has an impact on the food security and safety for both indigenous and non-indigenous individuals and communities. The authors, by highlighting these challenges, reveal the importance of having harmonized policies and legal tools in place in order to strengthen food security and safety in the Barents region. The book forms part of the main outcome of the Academy of Finland’s ongoing project on Human Security as a promotional tool for societal security in the Arctic: Addressing Multiple Vulnerability to its Population with Specific Reference to the Barents Region (HuSArctic). Researchers, policy makers, and other stakeholders will find the book to be an important contribution to the promotion of policies and strategies on food security.

Abstract

This book constructs a multidisciplinary approach to human security questions related to digitalisation in the European High North i.e. the northernmost areas of Scandinavia, Finland and North-Western Russia. It challenges the mainstream conceptualisation of cybersecurity and reconstructs it with the human being as the referent object of security. Mirva Salminen conducts her doctoral study on digitalisation and cybersecurity in the European High North at the Arctic Centre, University of Lapland, Finland. Previously, she has carried out research for several organizations in both public and private sectors, including universities, research institutes and corporations, publishing primarily on cybersecurity and security commercialisation. Gerald Zojer is Doctoral Candidate at the Faculty of Social Sciences, University of Lapland, Finland. His most recent work relates to the interconnections between socio-economic development in Arctic communities with global economic trends and the adaptation to new technologies in the region. Kamrul Hossain is Research Professor and the Director of the Northern Institute for Environmental and Minority Law (NIEM) at the University of Lapland, Finland. He has led several international and national research projects with focus on human rights and human security in the Arctic and published widely in these topics.

Abstract

Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region.00This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. Summaries and detailed analysis are included within each section as summary chapters in the book.00The book provides a background on analytical tools relevant to risk and resilience analytics, including risk assessment, decision analysis, supply chain management and resilience analytics. Abstract

This book explores the challenges facing food security, sustainability, sovereignty, and supply chains in the Arctic, with a specific focus on Indigenous Peoples. Offering multidisciplinary insights with a particular focus on populations in the European High North region, the book highlights the importance of accessible and sustainable traditional foods for the dietary needs of local and Indigenous Peoples. It focuses on foods and natural products that are unique to this region and considers how they play a significant role towards food security and sovereignty. The book captures the tremendous complexity facing populations here as they strive to maintain sustainable food systems - both subsistent and commercial - and regain sovereignty over traditional food production policies. A range of issues are explored from food contamination risks, due to increasing human activities in the region, such as mining, to changing livelihoods and gender roles in the maintenance of traditional food security and sovereignty. The book also considers processing methods that combine indigenous and traditional knowledge to convert the traditional foods, which are harvested or hunted, into local foods.
