The Royal Commission into Institutional Responses to Child Sexual Abuse made far reaching recommendations that impact on the Catholic Church’s internal proceedings and organisation. The recommendation that has caught media attention and the public imagination, and has the potential to affect the Church in the most significant way, is a recommendation to State and Territory governments to remove any privilege surrounding religious confessions when they involve the disclosure of child sexual abuse and to classify ministers of religion as mandatory reporters. The legislation of the Royal Commission’s recommendations by the States and Territories of Australia will impact upon the free exercise of religions with sacramental confession, specifically the Latin Rite of the Roman Catholic Church.

Over the last 30 years the Diocese of Rockhampton has experienced an almost debilitating number of priests abandoning ministry, a decrease in men responding to the call of priesthood, a decrease in the percentage of Catholics actively participating in their parish and a significant downturn in the overall population of regional areas of the diocese. Each of these realities has had a significant impact on the local Church and its ability of fulfill its mission specifically within the structure of a parish. In an effort to provide priests to each of the parishes within the diocese a range of options have been attempted. Some are solutions found within the canonical framework of the Church, while others are praeter legem. Of the solutions that have been employed, some are intended to be temporary and extraordinary. However, they have been employed for such a length of time and in so many circumstances that they are neither temporary or extraordinary. They have become permanent and ordinary. As the law of the Church serves to order the ecclesial life it is essential to examine the implications of applying the law praeter legem and to see if there might be a better way to proceed. In seeking to find the best path forward for the diocese two elements are essential. The first is, that those solutions are ultimately at the service of the mission of the Church and are not in and of themselves obstacles to it. The second is, that the solutions are sustainable and create a Church of mission rather than one of maintenance.

The manuscripts' topics range from religion, law, and literature through ancient Egyptian linguistics to the history of economics as well as social history. Featured articles were first presented at the International Conference for Demotic Studies in Leipzig.
