Abstract

Abstract

Communication campaigns seek to change audiences' knowledge, attitudes, and behaviors by disseminating core message themes through various media channels, such as television, radio, print, and social media. Campaigns focused on national security that are conducted by U.S. government agencies can be hard to evaluate because of factors including unstable or violent conditions and political sensitivities. As a consequence, there is little rigorous analysis of what contributes to a successful campaign. In contrast, communication campaigns have long been used in the public health field, and a large number of evaluations have used sophisticated methods to assess campaign effectiveness. Through a systematic review of 41 meta-analytic and systematic reviews of public health communication campaigns focused on mass media or social marketing, the authors explored the components of successful campaigns and whether target audiences' knowledge, attitudes, and behaviors changed. They identified insights relevant to the design and execution of campaigns focused on national security, such as the inform, influence, and persuade campaigns conducted by the U.S. Army's psychological operations forces in support of U.S. overseas contingency operations.

Abstract

This report examines issues surrounding the establishment of a national patient outcomes database that would be used by patients and providers to make more informed treatment decisions. It focuses on prostate cancer and surgery for osteoarthritis. The authors conclude that such longitudinal databases would be both desirable and feasible but would require substantial resources.

Abstract

The World Trade Center (WTC) Health Program (hereafter Program) provides medical monitoring and treatment for its Members: the responders and survivors who were at the WTC and related sites or located within the New York City disaster area during and after the terrorist attacks of September 11, 2001. Scientific research supported by the Program provides an evidence base for the health monitoring and clinical care of Members. In this report, the authors describe the findings and recommendations of a four-year study of the Program's research portfolio and its translational impact. They present results from a mixed methods assessment that integrates (1) a scoping review of nearly 1,000 peer-reviewed publications and thousands of pages of grey literature that reference research related to the health effects of 9/11, (2) stakeholder perspectives gathered through focus groups and interviews, and (3) a review of Program documentation. The report is intended to guide planning by Program leadership as it aims to maximize the impacts of Program research and achieve its goal of translating research into care for those affected by the attacks on 9/11.

Abstract

In this report, the authors address how the Centers for Medicare and Medicaid Services (CMS) can improve the methodology or update data used for setting practice expense (PE) rates for payments made under the Medicare Physician Fee Schedule (MPFS). The current system for setting PE payment rates relies, in part, on data collected in the Physician Practice Information (PPI) Survey, which generally reflects information from 2006. Because of changes in the U.S. economy and health care system since that time, there are concerns that continued reliance on measures that use PPI Survey data might result in misvalued PE rates. To the extent that future payment systems use MPFS rates as a starting point, misvalued PE rates might be problematic if they are not updated. The research in this report, which is part of the second phase of a study, can be divided into three broad topics. First, the authors consider how updated PE data could be collected through a new large-scale national survey effort to replace the PPI Survey. Second, the authors consider a new framework for allocating PE, which they developed to better capture variation in PE resources that are required to provide services covered in the MPFS. Finally, the authors continue work begun in Phase I of the project and documented in a previous report, Practice Expense Methodology and Data Collection Research and Analysis, investigating the potential to make use of data collected to set rates in the Outpatient Prospective Payment System (OPPS). Throughout the report, the authors focus primarily on indirect PE, which includes such expenses as administration, rent, and other forms of overhead that cannot be attributed to any specific service.
