Abstract

The papers in this volume were presented at the workshop “Innovative Internet Community Systems 2003” held on June 19–21, 2003 in Leipzig. IICS 2003 was the thirdworkshopintheIICSseries.Thepurposeofthese workshopsisto bring together researchers in the area of system and information management for the Next Generation Internet (NGI). Like the preceding two workshops, IICS 2001 and IICS 2002, this year’s workshop was organized by the Gesellschaft fur ¨ Informatik (GI) in Germany to support the exchange of experiences, results and technology in the area of focus. The 21 papers (2 invited, 19 other contributions) presented at the conference and in the present volume were selected from more than 30 submissions. Every submission was fully reviewed by 3 members of the program committee. We wish to thank all those who made the meeting possible: the authors for submitting papers, the members of the program committee for their excellent work, and the two invited speakers. We wish to express our sincere apprec- tion to Regine Gabler (University of Leipzig) and Barbara Hamann (Technical University, Ilmenau) for their great e?orts and perfect work concerning the - ministrative details associated with the workshop and the preparation of this volume. Abstract

The International Scientific Conference Economic Policy follows the long tradition of conferences held in the Moravian-Silesian Region, the Czech Republic and is organized by European Research University. Conference main topics: Economic Policy and Sustainability Legal Aspects of Economic Policy The Role of the State in the Economy Growth Policy Labour Market and Social Policy Fiscal Policy and Public Finance Monetary Policy and Financial Markets European Industrial Strategy European Integration and International Relations Managerial Economics The conference is attended by experts in the disciplines of economics, law, social and political sciences and international relations – coming from the Czech Republic as well as from abroad. At earlier editions, keynote speakers were significant personalities, such as Václav Klaus, President of the Czech Republic, Aleš Michl, Governor of the Czech National Bank, Max Gillman, professor at University of Missouri, USA, Jiøí Rusnok, former Governor of the Czech National Bank and many others prominent personalities. The conference’s International Scientific and Organisation Committee guarantees quality of the conference proceedings. A number of conference proceedings have been published under its guidance, which are included in world-renowned databases, such as Web of Science of Clarivate Analytics. The best articles presented at the conference are published after the review procedure in DANUBE – a scientific journal indexed in the databases SCOPUS, Erih PLUS, EconLit, EBSCO, ProQuest. The conference proceedings from 2021 and 2017 have been indexed in the Web of Science database. However, participants are required to pay a registration fee that covers the cost of attending the conference. Only papers that were actively presented during the conference are included in the conference proceedings. Description of the peer review process The paper review process for the proceedings follows a structured and thorough double-blind approach. Initially, the editor receives the paper and assesses whether it aligns with the conference's thematic scope. Once deemed suitable, the editor anonymizes the paper to maintain the integrity of the double-blind process and forwards it to a reviewer chosen for their expertise in the paper's topic. The reviewer, blind to the author's identity, is tasked with a comprehensive evaluation of the paper. They use a detailed form to assess various aspects: the relevance and explicitness of the paper's aim, the applicability and clarity of the methods used, the utility and clarity of the conclusion, the clarity of the writing style, and the paper's original contribution to literature. The reviewer's assessment includes an overall evaluation with possible outcomes: 'Not Suitable for Publication,' 'Submit Again After Major Editing,' 'Only Major Corrections Needed,' or 'The Article is Suitable for Publication Without Changes.'
