Abstract

The Federal Emergency Management Agency (FEMA) launched the Building Resilient Infrastructure and Communities (BRIC) program to award predisaster mitigation grants. FEMA asked the Homeland Security Operational Analysis Center (HSOAC) to develop metrics—quantitative measurements of important concepts—that can inform decisionmaking for the BRIC program. Building from discussions with program leadership, a review of stakeholder comments, and a close reading of BRIC's legal requirements, the authors established three lines of effort (LoEs) for analysis. The indirect benefits line reviewed published measurement techniques and blended them into instructions for an input-output simulation model that better measures the full benefit to a community of mitigating an asset. The applicant institutional capability (AIC) line reviewed analogous research and interviewed subject-matter experts to develop a checklist for assessing the ability of applicants to propose or execute mitigation projects, focusing on staff retention, skills, and experience, as well as management capacity and technical capacity. The community resilience line developed an assessment framework based on BRIC's legal requirements, discussions with BRIC leadership, and standard best practices in measurement. Then, the LoE conducted a preliminary review of published resilience metrics, highlighting the potential value of action-based community resilience metrics for performance evaluation, population-based metrics for equity evaluation, and building code–based metrics as needed to improve statutory compliance. Each LoE produced a metric or framework for assessing metrics that could support BRIC grant decisionmaking and program performance evaluation. The report concludes with 11 recommendations for FEMA to consider.

Ensuring Parental Rights of Military Service Academy Cadets and Midshipmen: Policy and Cost Implications

Abstract

U.S. Department of Defense (DoD) policy prohibits cadets and midshipmen at the U.S. military service academies (MSAs) from having dependents while enrolled. Cadets or midshipmen who have become parents while enrolled have been required to sever their legal obligation to support the child, resign from the academy, or face disenrollment. The fiscal year (FY) 2022 National Defense Authorization Act (NDAA) requires that the Secretary of Defense change this policy so that cadets and midshipmen who become parents while attending an MSA can preserve their parental rights, "consistent with the individual and academic responsibilities of such cadet or midshipman." In this report, the authors examine the legal, policy, practice, and cost implications of changing MSA rules to comply with the FY 2022 NDAA. The authors found that changing DoD policy to allow cadets and midshipmen to preserve their parental rights has implications for policies on a host of issues, including the provision of benefits and supporting programs and services — such as housing, child care, and health care — to assist student-parents. The authors also found that, regardless of which policy options DoD chooses, existing laws can temporarily protect cadets and midshipmen from legal action related to their children, and state laws will strongly uphold parental rights. The authors recommend changes to military policies and practices that could help these student-parents better care for their children, succeed in school, and become exemplary officers.

Expanding flight research : capabilities, needs, and management options for NASA's Aeronautics Research Mission Directorate

Abstract

"NASA's Aeronautics Research Mission Directorate (ARMD) is working to expand flight research in order to advance the maturation and demonstrate the application of new aeronautics concepts and technologies over the next ten years. It asked RAND to assess available flight research capabilities and future needs, identify any gaps or excess infrastructure, and develop management options that would facilitate increased and improved flight research. We found that NASA has strong flight research capabilities in most areas relevant for flight research. The few gaps that we identified could be filled through partnering or acquisition of vehicles from the marketplace when needed. Other gaps exist in sub- and full-scale experimental aircraft, but these cannot be acquired before the specific research projects are planned and funded. ARMD is already pursuing multiple efforts to increase flight research. We recommend that ARMD continue its efforts to enhance long-range planning and project funding certainty so that researchers can better include flight research in their plans and specific infrastructure needs can be identified further in advance. Cost-sharing through partnerships remains a valuable option, although industry positioning for increased intellectual property rights may be a limiting factor. Stewardship of flight research capabilities can be improved by instituting a unified, matrixed management structure across centers that can help align incentives while centralizing and improving utilization, partnering, and external outreach efforts. Finally, access and sharing barriers for researchers can be lowered through a voucher system for simple flight research efforts, streamlined processes for planning and access, and instituting state-of-the-art knowledge management approaches to store flight research data and share it with the aeronautics community"--Back cover.
