Abstract

To citizens and political analysts alike, United States trade law is an incoherent conglomeration of policies, both liberal and protectionist. Seeking to understand the contradictions in American policy, Judith Goldstein offers the first book to demonstrate the impact of the political past on today's trade decisions. As she traces the history of trade agreements from the antebellum era through the 1980s, she addresses a fundamental question: What effects do shared ideas about economics-as opposed to national power or individual self-interest-have on the institutions that make and enforce trade law?Goldstein argues that successful ideas become embedded in institutions and typically outlive the time during which they served social interests. She sets the stage with a discussion of the shifting commercial policy of the first half of the nineteenth century. After examining the consequences of the Republican party's decision to promote high tariffs between 1870 and 1930, she then considers in detail the political aftermath of the Great Depression, when the Democratic party settled on a reciprocal trade platform. Because the Democrats did not completely dismantle the existing system, however, the combined legacies of protection and openness help explain the intricacies in the forms of protectionism that political leaders have advocated since World War II.Readers in such fields as political science, political economy, policy studies and law, international relations, and American history will welcome Ideas, Interests, and American Trade Policy.

"No scholar better exemplifies the intellectual challenges foisted on the Neorealist school of international relations than prominent scholar Stephen Krasner (Graham H. Stuart Professor of International Studies, the Senior Associate Dean for the Social Sciences, School of Humanities & Sciences, and Director of Policy Planning at the US State Department 2005-2007). Throughout his career he has wrestled with realism's promises and limitations. Krasner has always been a prominent defender of realism and the importance of power understood in material terms, whether military or economic. Yet realist frameworks rarely provided a complete explanation for outcomes, in Krasner's analyses, and much of his work involved understanding power's role in situations not well explained by realism. If states seek power, why do we see cooperation? If hegemony promotes cooperation why does cooperation continue in the face of America's decline? Do states actually pursue their national interests or do domestic structures and values derail the rational pursuit of material objectives? Krasner's explanations were as diverse as were the problems. They pushed, to use his phrase, the limits of realism. Edited by Martha Finnemore and Judith Goldstein, 'Back to basics' asks scholars to reflect on the role power plays in contemporary politics and how a power politics approach is influential today. Great Neck, New York, is one of America’s most fascinating suburbs. Since the mid-nineteenth century, generations have been attracted to this once quiet enclave for its easy access to New York City and its tranquil setting by the Long Island Sound. It became an illustrious suburb, home to numerous film and theatrical luminaries, among them Groucho Marx, Eddie Cantor, Oscar Hammerstein II, and Alan King. Famous writers who lived there include Ring Lardner and, of course, F. Scott Fitzgerald, who used Great Neck as the inspiration for his classic novel The Great Gatsby. Although frequently recognized as home to well-known personalities, Great Neck is also notable for the conspicuous way it transformed itself from a Gentile community, to a mixed one, and, finally, in the 1960's, to one in which Jews were the majority. In Inventing Great Neck, Judith Goldstein recounts these histories in which Great Neck emerges as a leader in the reconfiguration of the American suburb. The book spans four decades of rapid change, beginning with the 1920's. First, the community served as a playground for New York’s socialites and celebrities. In the forties, it developed one of the country’s most outstanding school systems and served as the temporary home to the United Nations. In the sixties it provided strong support to the civil rights movement. Inventing Great Neck is about the allure of suburbia, including the institutions that bind it together, and the social, economic, cultural, and religious tensions that may threaten its vibrancy. Anyone who has lived in a suburban town, particularly one in the greater metropolitan area, will be intrigued by this rich narrative, which illustrates not only Jewish identity in America but the struggle of the American dream itself through the heart of the twentieth century.
