Rural development in Europe is characterised by afforestation of vast areas of agricultural land, as well as new uses of forests for conservation, recreation etc. These developments require increased knowledge of the socio-political as well as the technical / silvicultural aspects of farm forestry. These conference proceedings comprise the papers given at the COST seminar "Forestry in the Context of Rural Development : Future Research Needs" which was held at the Austrian Academy of Sciences in Vienna in April 1996.

In response to the increasing economic, ecological and social demands on forest resources and their sustainable management, national forest and environmental policies as well as the international forest regime are undergoing substantial changes. Policy reformulations, in turn, call for improved policy analyses and evaluations. In order to advance forest policy research, to establish and strengthen the network and collaboration between policy scientists and the institutions they represent, the European Forest Institute arranged an International Summer School on Forest Policy Analysis, in Joensuu, Finland, 2-8 June, 1996. These proceedings contain the reports prepared by the participants. They describe the diversity of present forest policy issues in the participaints'home countries as well as the ongoing policy formulation processes.
