Abstract

"For 60 years the World Bank and the development community have been searching for the secret of prosperity. For both thinkers and doers, this has been an emotional rollercoaster of hope and disappointment, certainty and doubt. In the front seat of this drama were the World Bank's country directors who were responsible for bridging the world of ideas with that of action, the technical with the political. In this book they tell this story from a deeply personal, humble, and engaged perspective. This book is fundamental reading for the next generation of those who take on the quest for developme

Abstract

"Over the past 25 years, significant levels of public debt and external finance are more likely to have enhanced macroeconomic vulnerability than economic growth in developing countries. This applies not just to countries with a history of high inflation and past default, but also to those in East Asia, with a long tradition of prudent macroeconomic policies and rapid growth. The authors examine why with the help of a conceptual framework drawn from the growth, capital flows, and crisis literature for developing countries with access to the international capital markets (market access countries or MACs). They find that, while the chances of another generalized debt crisis have receded since the turbulence of the late 1990s, sovereign debt is indeed constraining growth in MACs, especially those with debt sustainability problems. Several prominent MACs have sought to address the debt and external finance problem by generating large primary fiscal surpluses, switching to flexible exchange rates, and reforming fiscal and financial institutions. Such country-led initiatives completely dominate attempts to overhaul the international financial architecture or launch new lending instruments, which have so far met with little success. While the initial results of the countries' initiatives have been encouraging, serious questions remain about the viability of the model of market-based external development finance. Beyond crisis resolution, which has received attention in the form of the sovereign debt restructuring mechanism, the international financial institutions may need to ramp up their role as providers of stable long-run development finance to MACs instead of exiting from them. Abstract

The World Bank has completed a major study of East Asian growth every four years, beginning with the seminal The East Asian Miracle in 1993. Three major developments since the early 1990's call for a reexamination of East Asian growth: the meteoric rise of China, the economic crisis of the nineties, and the rapid growth of cities. This report addresses how development strategies should be adapted in response to these changes. The region has been transformed by these developments, changing from a set of countries that rapidly integrated with the world to one that is also aggressively exploiting

Abstract

The public debt crisis in Europe has shaken the confidence not just in the Euro, but in the European model. Aging and uneconomical Europeans are being squeezed between innovative Americans and efficient Asians, it is said. With debt and demographics dragging down them down, one hears that European economies will not grow much unless radically new ways are discovered. The end of complacency in Europe is a good thing, but this loss of confidence could be dangerous. The danger is that in a rush to rejuvenate growth, the attractive attributes of the European development model could be abandoned al

Abstract

Development policy discussions in Eurasia often become debates about how economies can be made more diversified. For a region that is resource-rich, this is to be expected. But Eurasian economies have in many ways become less diversified during the past two decades. At the same time, people are much better off today than they were in the 1990's: poverty has been cut in half, incomes have increased five-fold, and education and health have improved noticeably since the tumultuous days following the collapse of communism. Eurasia's economies have become more efficient: they are more integrated with...

Abstract

Despite the diversity in income levels, languages, culture, resource endowments, and political systems, the countries of East Asia are more integrated now than they have ever been. Goods, money, and ideas are being traded across the region. East Asia is redefining itself from a collection of disparate nations that looked mainly to markets in the west, to a more self-reliant, innovative, and networked region. Countries in this region are strengthening ties with each other and seeking more strategic partnerships with the rest of the world. East Asian Visions is a collection of essays that convey

Abstract

Empirical analysis of two decades of pioneering pension and social security reform in Latin America and the Caribbean shows that much has been achieved, but that critical challenges remain. In tackling this unfinished agenda, a great deal can be learned from the reform experience of countries in the region. Keeping the Promise, produced by the chief economist's office in the Latin America and Caribbean Region at the World Bank, evaluates policy reforms in 12 countries, points to successes and shortcomings, and proposes priorities and options for future reform. ""Keeping the Promise provides a
