Abstract

Concerns about how terrorists might attack in the future are central to the design of security efforts to protect both individual targets and the nation overall. In thinking about emerging threats, security planners are confronted by a panoply of possible future scenarios coming from sources ranging from the terrorists themselves to red-team brainstorming efforts to explore ways adversaries might attack in the future. This paper explores an approach to assessing emerging and/or novel threats and deciding whether --or how much--they should concern security planners.

Abstract

Understanding why terrorist attacks succeed and fail is important for homeland security and counterterrorism planning. In examining past terrorist attacks, this understanding is necessary to discern why attackers sometimes are very successful and why sometimes even reasonably well-planned operations fall apart. Discerning ways to make attacks less likely to succeed is a central goal of efforts ranging from homeland security technology development to the direct military engagement of terrorist groups. This paper argues that the past success or failure of a terrorist operation-- or the likelihood that a future attack will succeed-- can be best understood by thinking about the match or mismatch between three key sets of characteristics: terrorist group capabilities and resources, the requirements of the operation it attempted or is planning to attempt, and the relevance and reliability of security countermeasures.

Abstract

This research (1) develops the rationale for investigating cooperative behavior between PRoliferated Autonomous WeapoNs, or PRAWNs, (2) develops the conceptual basis for implementing cooperative behavior (in biology and robotics), (3) identifies weapon applications for systems embodying these concepts and assesses their effectiveness, (4) examines technical approaches for meeting the communications and sensor needs of the weapons, and (5) makes suggestions for maturing the weapon concept. In this concept, individual weapons may be less capable than conventional weapons under development today, but through communications across the swarm of weapons, the group exhibits behaviors and capabilities that can exceed those demonstrated by systems that do not employ communications. Possible benefits include relaxed sensor performance requirements, robustness to increases in target location errors, and adaptivity to attrition and poor target characterization. This work is part of a larger RAND Project AIR FORCE study entitled New Concepts for Ground Attack.
