Abstract

Drafted by Hugh Frazer with the support of the EAPN Social Inclusion Working Group, the EAPN explainer on poverty and inequality in the EU sets out to provide a simple introduction to the poverty debate. This focuses primarily on current perspectives on the nature and extent of poverty, its causes and its links to inequality. It explains how poverty is understood and measured currently in the EU, and highlights some of the shortcomings of these approaches. This new updated version includes the most recent data for 2009. This explainer aims to make poverty more visible, understood, and acted on, as part of the build-up to EAPN's campaign to 2010: the EU year against poverty. (Bron: website EAPN)

Abstract

2010 is in many ways a turning point in the fight against poverty. The European Year for Combating Poverty and Social Exclusion aims to raise public awareness, to give voice to the concerns of those experiencing poverty and to renew political commitment of the EU and its Member States. The fact that poverty has not decreased in the past decade necessitates a thorough reflection about the design of the European economic and social model. The elaboration of the Europe 2020 strategy is a window of opportunity to put social inclusion at the heart of the policy of the Union. The Belgian Presidency of the EU in the second half of 2010 has selected 3 thematic priorities with regard to social inclusion: minimum income systems, child poverty and homelessness ? as well as a horizontal priority: the active involvement of people experiencing poverty and social exclusion. This book takes stock of the progress made in the past decade and formulates a series of policy recommendations for the next decade, at EU level as well as in the Member States

Abstract

Dit verslag stelt de resultaten voor van de Conferentie van het Belgische EU-voorzitterschap van 2 en 3 september 2010 over kinderarmoede en kinderwelzijn. De conferentie had plaats op verzoek van Philippe Courard, Staatssecretaris voor Armoedebestrijding, in samenwerking met de Koning Boudewijnstichting, UNICEF, Eurochild, en de Europese Commissie. Dit evenement wilde de discussie bevorderen over de toekomstige aanbeveling van de EU over kinderarmoede en kinderwelzijn. Dit verslag brengt de vele bijdragen uit de discussies aan de tafels bijeen tot een algemene samenvatting van de belangrijkste bevindingen van de conferentie. Deze tekst is een gezamenlijke uitgave van de Belgische Programmatorische Overheidsdienst Maatschappelijke Integratie en de Koning Boudewijnstichting, en is nagelezen door UNICEF en Eurochild.

ePDF and ePUB available Open Access under CC-BY-NC-ND license. The perpetuation of poverty across generations damages lives. It weakens social cohesion and the economy and undermines environmental sustainability. This book examines why poverty is carried on from one generation to the next and what needs to be done to eradicate it. This book draws on a wide variety of sources and academic disciplines (social sciences, economics, law, community development, neuroscience and developmental psychology) along with the lived experience of people in poverty. Challenging the myths and prejudices about poverty that hinder progress, it calls for a comprehensive approach based on ensuring real equality of opportunity for all. It stresses the need to intervene early to combat child poverty and break the vicious cycles that perpetuate poverty and disadvantage.
