In spite of the remarkable developmental performance of Cape Verde, the private sector remains dominated by small and micro-enterprises which generate little employment and provide scant tax revenue. The authors suggest creating new forms of innovative and wide partnerships between the state, local authorities, business associations and the overseas Capeverdean communities to create new enterprises, foster employment growth and promote sustainable development in the country. Such a strategy fits well with the New Partnerships for Africa's Development (NEPAD) goal of improving governance in Africa, for the study also considers the impact of such partnerships on governance issues. The study finds that the potential for multilevel and multi-dimensional partnerships between actors from different backgrounds and with different interests is very wide. Cet ouvrage est le fruit de la troisième conférence du Forum international sur les perspectives asiatiques, organisé chaque année par la BAD et le Centre de Développement de l'OCDE. Ce Forum a pour vocation d'encourager les échanges d'idées entre spécialistes asiatiques et européens sur des questions économiques importantes pour ces deux régions.

Based on scenarios produced by the Asian Development Bank (ADB) and the OECD Development Centre, the authors consider ways in which long-term Asian growth can be consolidated to the benefit of the global economy as a whole. Looking beyond current economic difficulties, Asian countries have strong growth prospects, assuming they pay due attention to domestic institutional strengthening, investment in human capital and the conservation of environmental capital. This volume was produced as a product of the third "International Forum on Asian Perspectives", organised annually by the ADB and the OECD Development Centre. The purpose of the Forum is to encourage interchange of ideas between Asian and European specialists on questions of economic importance to the two regions.

Assurer le développement économique des pays pauvres demeure, même au troisième millénaire, un formidable défi qui préoccupe de plus en plus les pays de l’OCDE. Depuis sa création en 1962, le Centre de Développement de l’Organisation étudie les problèmes de développement dans une perspective comparative et tente d’y trouver des solutions en s’appuyant sur le vécu des économies les plus avancées. Achieving the economic development of poor countries remains, even in the third millennium, a formidable challenge which increasingly preoccupies OECD countries. The Organisation's Development Centre was founded in 1962 as one means to study and to try to confront the problems of comparative development and to relate them to experiences in the more advanced economies. This book provides a compendium of that experience and looks forward to future policies and strategies which might provide some solutions to the problems facing developing countries. Some reflections are also included on a remarkable institution which has evolved and been transformed better to synchronise with the OECD's overall efforts in favour of the poorer countries, regions and peoples.
