Transport connectivity in Cambodia is challenged by its geography and exposure to recurrent flooding. Flood events create severe disruptions in segments of the transport network that undermine access to health, education, and work opportunities as well as create barriers to economic growth. Rural accessibility to emergency health facilities and delivery of medicines and basic food supplies is particularly critical in times of major health crises, such as the ongoing COVID-19 outbreak. This paper provides a method to quantify the impact of flooding on hospital access and other critical facilities, aiming to support governments on setting up health emergency mitigation plans for rural transport in an environment with high flood risk. The method was piloted in three provinces in rural Cambodia, estimating that for 37 percent of the people on those provinces, it takes more than 60 minutes to reach an emergency health facility. During floods, 27 percent lose all access and 18 percent experience an increase of 30 minutes in travel time. In conclusion, this method introduces transparency and evidence-based support for prioritization of rural transport investment, identifies the social benefits (health and education) of rural infrastructure investments, and supports policy dialogue on rural development and resilience.

In recent years, researchers have demonstrated that digital footprints from mobile phones can be exploited to generate data that are useful for transport planning, disaster response, and other development activities'thanks mainly to the high penetration rate of mobile phones even in low-income regions. Most recently, in the effort to mitigate the spread of COVID-19, these data can be used and explored to track mobility patterns and monitor the results of lockdown measures. However, as rightly noted by other scholars, most of the work has been limited to proofs of concept or academic work: it is hard to point to any real-world use cases. In contrast, this paper uses mobile data to obtain insight on urban mobility patterns, such as number of trips, average trip length, and relation between poverty, mobility, and areas of Freetown, the capital of Sierra Leone. These data were used in preparation of an urban mobility lending operation. Additionally, the paper describes good practices in the following areas: accessing mobile data from telecom operators, frameworks for generating origin and destination matrices, and validation of results.

Climate change is set to have profound effects on Vietnam's development. With nearly sixty percent of its land area and seventy percent of population at risk of multiple natural hazards, Vietnam globally is among the most vulnerable countries to both chronic and extreme events. At the same time, as Vietnam's economy grows, the country is becoming a significant emitter of greenhouse gases. While Vietnam's absolute volume of emissions is still small compared to that of larger and richer countries, emissions are growing rapidly and disproportionate to its economy size. The transport sector plays a critical role in these recent trends. This study aims to set out a vision and strategy for climate-smart transport, in order to minimize the carbon footprint of the sector while ensuring its resilience against future risks. The analytical findings and recommendations are presented in two volumes of the report. The first volume provides how Vietnam can reduce its carbon emissions by employing a mix of diverse policies and investments, under varying levels of ambition and resources. The second volume provides a methodological framework to analyze network criticality and vulnerability, and to prioritize investments to enhance resilience.
