Ce nouveau « Cahier de Chaillot » tente de définir la forme que pourrait prendre aujourd’hui l’Union européenne en matière de PESC. En effet, face aux défis de l’après-guerre froide, les modèles traditionnels de l’UE – puissance civile, militaire ou normative – ne semblent plus appropriés. Selon l’auteur, l’Union devrait fonder ses actions extérieures sur un concept de sécurité coopérative, intégrant les dimensions civile, militaire et normative dans une approche globale de la paix et de la sécurité. Avec le développement de la PESD et son approche globale de la sécurité, l’UE développe et perfectionne son fonctionnement propre en matière d’action extérieure. La raison d’être de la PESC est la coopération et la prévention, mais les insuffisances sont encore nombreuses. Il importe d’harmoniser les perceptions et de procéder à des évaluations communes, ce que permettra progressivement la coopération au sein des nouvelles structures. S’agissant de l’efficacité des opérations, le point faible de la PESC demeure le manque de cohérence : les divergences entre Etats membres et la complexité des structures décisionnelles empêchent encore l’Union de devenir un véritable acteur international. Pour contribuer efficacement à la stabilité́ et à la sécurité internationales à l’heure de la mondialisation, l’UE doit développer des politiques fondées sur une vision globale et consensuelle. Il faut donc que l’Union et ses États membres s’efforcent de définir une approche commune de la sécurité associant instruments militaires et civils et privilégiant la coopération et la prévention. L’UE doit réussir à intégrer ses politiques et ses moyens dans un projet commun fondé sur des normes et des valeurs agréées par la communauté internationale. C’est à cette condition seulement qu’elle deviendra un acteur de sécurité coopérative et sera en mesure de se doter de sa propre identité de sécurité
