Gianfranco Dioguardi propose de nouvelles alliances inspirées par la Renaissance italienne et par la rationalité des Lumières françaises, afin de gérer les changements imprévisibles du début du troisième millénaire. L'auteur propose une "Nouvelle Culture" entrepreneuriale fondée sur la tradition et l'innovation, pour développer un nouveau modèle d' "entreprise encyclopédique" enracinée dans le territoire et appelée à combattre la dégradation des villes et des périphéries, en rénovant des installations industrielles abandonnées et en revitalisant le contexte urbain grâce à la participation active des habitants au sein de nouveaux processus d' "éducation civile et professionnelle" destinés aux jeunes, interprètes de la postérité et protagonistes de l'avenir. Gianfranco Dioguardi appelle également de ses voeux la création de nouvelles " City School " : sur le modèle des " Business School ", celles-ci enseigneront de nouvelles théories pour diriger la complexité des grandes villes métropolitaines.
