This study explores the concept of expertise within Flemish organizations. Four main research questions were studied. (1) ) How do Flemish organizations select external consultants (2) How do Flemish organizations define expertise, (3) How do Flemish organizations appraise expertise and (4) How do Flemish organizations monitor consultants’ expertise. It finds that consultants are often chosen informally, with formal procedures primarily adhered to when required by public procurement regulations. Qualifications valued most include experience, positive interpersonal skills, and expertise. The study defines expertise in consultancy as primarily rooted in knowledge, practical experience, and problem-solving abilities, consistent with definitions emphasizing skill and knowledge but challenging existing definitions focusing on exceeding task requirements. Methodological limitations include potential bias in thematic analysis and difficulties in ensuring consistency and reliability. Calling for future research to explore commonalities across consultant groups for a comprehensive understanding of expertise in consultancy within Flanders.
