Abstract

Mental health problems are common and debilitating, but many people do not receive the mental health treatment that they need. In 2018, the Los Angeles County Department of Mental Health (LACDMH) launched WhyWeRise, a social marketing campaign that sought to increase community engagement around removing barriers to mental health care access, promote awareness of county mental health resources and services, and communicate messages of resilience, community, hope, and support. WhyWeRise is focused on the prevention of and early intervention for mental health challenges among county residents. The primary aims of the 2021 campaign were to raise awareness of the resources available to support mental health through LACDMH and to communicate messages of resilience, support, and hope. To gain insight into the 2021 WhyWeRise campaign's reach and impact, RAND researchers conducted a survey of Los Angeles County residents to compare the demographic characteristics, attitudes, beliefs, and behaviors of residents who were exposed to the campaign with those of residents who were not. The survey allowed the researchers to evaluate all the 2021 campaign elements: websites, outdoor ads, television and radio ads, social media posts, and community and digital events. In this report, the researchers describe the methods and findings of their evaluation of the 2021 campaign and provide general conclusions about the campaign's reach and impact.

Abstract

In 2019, Los Angeles County, in partnership with the Los Angeles Sparks basketball team, conducted a promotional campaign involving a series of events and associated materials under the title "Spark the True You" (STTU). The campaign's goals were to destigmatize mental illness by normalizing the experience of mental health problems; to educate, assist, and activate a community of support for military women, women veterans, and their families; and to highlight the value of women veterans to their communities. Many women veterans experience posttraumatic stress disorder or depression or have experienced military sexual trauma, and rates of suicide are 1.8 times higher among women veterans than nonveterans. STTU involved events related to employment opportunities, veteran programs, stress management, self-care, families as sources of both stress and support, rehabilitation, homelessness, and diet and exercise, and STTU was also integrated into Sparks games. In addition to the games and events, advertisements on local television, posts on social media, and street advertising were used to promote awareness of STTU and its messages. The project team evaluated the reach and impact of the campaign using online and in-person surveys. Overall, although the STTU campaign sometimes struggled to reach individuals, it successfully provided new information about how to improve mental health and access relevant resources among those it did reach. The most-successful methods of outreach appear to have been Sparks games and social media posts. Most participants perceived STTU events and materials as providing new information about the key topics targeted by the campaign, including mental health and how to connect to care.

Abstract

In May 2019, the Los Angeles County Department of Mental Health and the Shay Moral Injury Center at Volunteers of America hosted a three-day conference, "Moral Injury and Pathways to Recovery." RAND evaluated the reach and impact of the conference and its goals to deepen knowledge about moral injury and effective recovery strategies and to strengthen collaborative connections. Moral injury is an emerging concept associated with experiences of trauma and appears to require unique forms of treatment or intervention. The conference covered new applications of the moral injury concept beyond military veterans — to the incarceration and child welfare systems, social movements, religious communities, and caregivers. Targeted attendees consisted of mental health professionals, veterans, consumers of mental health services, students, scholars, researchers, and community and congregational leaders, as well as families affected by moral injury. Overall, the findings suggest that the conference was largely successful in attaining its major goals.

Abstract

The Women's Reproductive Health Survey (WRHS) of active-duty service members represents the first time since the 1990s that the U.S. Department of Defense (DoD) has sponsored a department-wide survey of only service women. Maintaining the readiness of the U.S. armed forces requires attention to the health and health care needs of all who serve, including active-duty service women (ADSW). With respect to reproductive health, Congress passed two pieces of legislation in the 2016 and 2017 National Defense Authorization Acts that required DoD to provide ADSW access to comprehensive family planning and counseling services and to do so at predeployment and annual physical exams. The legislation also required DoD to conduct a survey of ADSW's experiences with family planning services and counseling and use and availability of preferred birth control methods. RAND Corporation researchers developed the WRHS to address these two pieces of congressional legislation. The Coast Guard requested that RAND also field the survey among its ADSW. In this report, the authors detail the methodology, sample demographics, and results from the survey (conducted between early August and early November 2020) across a number of domains: health care utilization, birth control and contraceptive use, reproductive health during training and deployment, fertility and pregnancy, and infertility. Differences are examined by service branch, pay grade, age group, race/ethnicity, marital status, and sexual orientation. The results are intended to inform policy initiatives to help support the readiness, health, and well-being of ADSW.
