This book first traces the evolution of defense policy, identifying threats to NATO and allied responses, then analyzes policy issues that divide members of the Atlantic Alliance. Unique in its assessment of the factors that influence defense policy and the impact of those factors on decisionmaking, this provocative study shows how potentially explosive disagreements between the United States and the Federal Republic of Germany have been resolved throughout the post-war period. By weighing the relative strengths and permanence of these factors in the United States and West Germany, the authors pinpoints the most viable solutions to a variety of deep-seated disputes. Although both countries may one day reinterpret their defense roles so that some responsibilities would be scaled down and others increased, the authors argue that it is unlikely that the frequent arguments over burden-sharing ever will be resolved or that Americans and West Germans will agree on nuclear strategy.
