Abstract

"Drawing on a wide range of sources, including Chinese-language publications, this report finds that China's strategic-deterrence concepts are evolving in response to a changing assessment of its external security environment and a growing emphasis on protecting its emerging interests in space and cyberspace. At the same time, China is rapidly closing what was once a substantial gap between the People's Liberation Army's strategic weapons capabilities and its strategic-deterrence concepts. Chinese military publications indicate that China has a broad concept of strategic deterrence, one in which a multidimensional set of military and nonmilitary capabilities combine to constitute the "integrated strategic deterrence" posture required to protect Chinese interests. For China, powerful military capabilities of several types - including nuclear capabilities, conventional capabilities, space capabilities, and cyberwarfare forces - are all essential components of a credible strategic deterrent. Chinese military publications indicate that nonmilitary aspects of national power - most notably diplomatic, economic, and scientific and technological strength - also contribute to strategic deterrence alongside military capabilities"--Back cover.

Abstract

The French Army has been developing and fielding networked warfare technology since the 1990s and now boasts both considerable experience using the technology in the field and a successful modernization program. As part of an effort to glean lessons learned from the French network-centric warfare (NCW) program for the U.S. Army, RAND researchers combed through a variety of primary and secondary French sources and interviewed several dozen French Army officers, think tank analysts, and government experts. The concept of NCW argues that, because of networks that share information, the power and lethality of a deployed force can be greater than the sum of its parts; information, moreover, would enable modern forces to forgo armor and mass. Interviews with French Army officers suggest that NCW is a French solution to a French problem stemming from French budgetary constraints - specifically, the need to build one middle-weight force that is deployable to Africa but that is still robust enough for higher-end threats. By contrast, the U.S. Army's modernization challenge starts with a different strategic premise - deterring China and Russia, as well as different assumptions about available logistical capabilities. The two militaries' requirements therefore do not necessarily overlap sufficiently for a solution appropriate for one to be appropriate for the other.

Abstract

"As U.S. military action in Afghanistan stabilizes at levels well below the Operation Enduring Freedom peak, the security relationship between the United States and Pakistan will enter a new phase. Formulating a strategy for future engagement requires a deep understanding of Pakistan's own security imperatives--i.e., the factors that determine what types of partnership are realistic, and the geopolitical and historical forces that shape Pakistan's cooperation with the United States. This report examines such factors from a variety of angles: It discusses the historical context of U.S.-Pakistan engagement, highlighting the two prior cycles of deep partnership and precipitous downgrade; it outlines Pakistan's strategic calculus with five nations (India, China, Afghanistan, Saudi Arabia, and Iran), which inform most important security decisions, and highlights Pakistan's overarching focus on potential conflict with India; and it looks at future trends for partnering, while examining several potential scenarios. A key finding presented is that U.S. leverage over Pakistan's security choices is limited, and that the U.S. Air Force effectively serves as the "loss leader" in the relationship. A key recommendation is for U.S. planners to be mindful of the cyclical pattern of the relationship. Given the growing security relationship between the United States and India, any future partnership with Pakistan may face a new set of challenges. If history is a guide, however, the United States would be well advised to maintain its engagement in the interim rather than ramping up next time from a standing start."--Publisher's description

Abstract

In an era of rising global competition, U.S. challengers and rivals are increasingly looking to achieve competitive advantage through gray zone activities — that is, acts of aggression that remain below the threshold of outright warfare. In this report, RAND researchers identify eight common characteristics of such aggression (e.g., unfolds gradually, is not attributable) and develop a framework for assessing the health of U.S. and partner deterrence in the gray zone. They apply the framework to three cases: China's aggression against the Senkaku Islands, Russia's aggression against the Baltic states, and North Korea's aggression against South Korea. The authors conclude that U.S. and partner deterrence of gray zone activities is in a reasonably strong, though mixed, condition in each of these three contexts. Finally, the authors outline the implications of their findings for the U.S. Army. Among these implications are that maintaining a local presence and posture plays an important role in conveying likely responses to aggression, and clear statements of shared intent to respond to specific actions are critical.

"This report provides analysis and recommendations for intelligence agencies regarding how to conduct work outside secure government facilities by identifying policy, legal, technology, security, financial, and cultural considerations. This report provides steps that intelligence agencies can take to address these considerations and overcome potential challenges. The advantages of remote-work programs include greater access to outside expertise, continuity of operations, and increased work-life offerings for recruitment and retention. The authors reviewed studies on telework and telecommuting, examined seven federal agencies that conduct work outside government facilities, and conducted interviews inside the National Geospatial-Intelligence Agency (NGA). Intelligence agencies could benefit from conducting some unclassified functions outside Sensitive Compartmented Information Facilities (SCIFs), with each agency differing in terms of which functions would be most appropriate to move to unclassified facilities. The report provides lessons learned and recommendations for leaders of intelligence agencies to consider."--Publisher's description.

Abstract

The consensus inside and outside the U.S. government is that the international system is headed for a renewed era of intense and sometimes bitter competition among leading states. The objective of this research was to assess the emerging strategic competitions between the United States and both China and Russia, examine the approaches most likely to preserve long-term stability in these competitions, and draw implications for Army capabilities and posture. To this end, the authors reviewed existing literature on rivalries, identifying variables strongly associated with stability and instability, and, based on that research, developed a framework for assessment of such rivalries. They then applied this framework to historical cases of bilateral rivalries to identify the most important factors. Finally, they leveraged this work to assess the current state of U.S.-Russia and U.S.-China relations. Their assessment suggests that there are serious grounds for concern about the stability of both the U.S.-Russia and U.S.-China rivalries. While certain contextual factors, such as mutual strategic vulnerability, will remain buffers of conflict, many of the warning signs for instability are clearly visible, and the future seems likely to be even more volatile. The report offers recommendations for the U.S. government and the U.S. Army, in particular, to manage this challenging new era of competition. One overarching theme identified is that to ensure stability—and avoid war—the policy response to this intensified great-power competition should be nuanced and go beyond merely bolstering capabilities to counter rivals.

Abstract

Since its establishment in 1949, the People's Republic of China (PRC) has viewed itself as an underdeveloped country-economically backward, physically weak, and vulnerable to exploitation by more powerful states. Even as the PRC has grown stronger economically and militarily, especially since launching the reform and opening policies of Deng Xiaoping in 1978, PRC officials continue to insist China is a developing country. In the initial stages of reform and opening, China's relations with the developed world were shaped by its desire to expand trade and attract investment. In the 1990s, China increased its attention to the Developing World, negotiating economic agreements and creating new China-centric institutions. This accelerated in the 2000s and especially after the 2008 financial crisis, when there were worldwide doubts about the developed-world, and especially the U.S., economic model. China's attention to the Developing World has culminated in numerous institutions and in the new Belt and Road Initiative. The authors analyze China's political and diplomatic, economic, and military engagement with the Developing World, region by region, focusing on the 21st century through the beginning of the Belt and Road Initiative, an ambitious vision that builds on China's previous activities. The authors discuss specific countries in each region-so-called pivotal states-that are most important to China. The authors show that China has oriented its security concerns and its overall engagement in concentric circles of importance. Near neighbors merit the most attention. The authors conclude with policy implications for the United States.
