Why do American political reform efforts so often fail to solve the problems they intend to fix? In this book, Bruce E. Cain argues that the reasons are an unrealistic civic ideal of a fully informed and engaged citizenry and a neglect of basic pluralist principles about political intermediaries. This book traces the tension between populist and pluralist approaches as it plays out in many seemingly distinct reform topics, such as voting administration, campaign finance, excessive partisanship, redistricting, and transparency and voter participation. It explains why political primaries have promoted partisan polarization, why voting rates are declining even as election opportunities increase, and why direct democracy is not really a grassroots tool. Cain offers a reform agenda that attempts to reconcile pluralist ideals with the realities of collective-action problems and resource disparities.

Historically, the political question doctrine has held the courts from resolving constitutional issues that are better left to other departments of government, as a way of maintaining the system of checks and balances. However, this book discusses the gradual changes in the parameters of the doctrine, including its current position dealing with increasingly extraterritorial concerns.

California's adoption of the blanket primary in 1996 presented a unique natural experiment on the impact that election rules have on politics. Billed as a measure that would increase voter participation and end ideological polarization, Proposition 198 placed California voters once again on the frontier of political reform. Employing a variety of data sources and methodologies, the contributors to Voting at the Political Fault Line apply their wide-ranging expertise to understand how this change in political institutions affected electoral behavior and outcomes. This authoritative study analyzes the consequences of California's experiment with the blanket primary, including the incidence of, motivations behind, and persistence of crossover voting; the behavior of candidates and donors; the effects on candidate positions and party platforms; and the consequences for women, minorities, and minor-party candidates. This textbook provides students of US Politics with an informed scholarly analysis of recent developments in the American political environment, using historical background to contextualize contemporary issues. As the ninth edition, this book reviews a time of political controversy in the United States, touching on topics such as gender, economic policy, gun control, immigration, the media, healthcare, the COVID-19 pandemic, and the widespread social protests against police brutality. The book looks both backwards to Trump's presidency and forward to Biden's. Ultimately, the editors and contributors evaluate the significance of these events on the future of American politics, providing a perspective that is at once broad and meticulous.
