Abstract

The concept of security has traditionally referred to the status of sovereign states in a closed international system. In this system the state is assumed to be both the object of security and the primary provider of security. Threats to the states security are understood as threats to its political autonomy in the system. The major international institutions that emerged after the Second World War were built around this idea. When the founders of the United Nations spoke of collective security, they were referring primarily to state security and to the coordinated system that would be necessary in order to avoid the 'scourge of war'. But today, a wide range of security threats, both new and traditional, confront Europe, or at least as some would say. New forms of nationalism, ethnic conflict and civil war, information technology, biological and chemical warfare, resource conflicts, pandemics, mass migrations, transnational terrorism, and environmental dangers challenge, according to many, the limits of our ability to safeguard the values upon which European society is based.This book will provided theory and empirical case detail on several primary issues : First, one form or another of insecurity motivates the movement of migrants motivating them to internal displacement or to sometimes risky trips to other countries. The correlation between the conditions of economic, health, food and military insecurity can be directly correlated with patterns of migration on a regional and global scale.Second, some people become insecure while they are on the move. This is particularly the case for irregular migrants. Greater risks are being taken by people trying to move illegally from poorer to richer parts of the world, for example crossing the Mexico-United States border or the Mediterranean from North Africa to Southern Europe. A specific category of irregular migrants for whom this is often the case includes the victims of migrant smugglers and human traffickers. Another category of concern in this context includes those who become stranded in transit countries.Third, certain migrants are also insecure in their destination countries. This is particularly the case of irregular migrants who work illegally and are often subject to exploitation. Often their jobs are dirty, dangerous and difficult, jobs that nationals are unwilling to take. The victims of human trafficking - andimportant migrant group - are not free to decide on the activities in which they engage. They are often forced into low-paid, insecure and degrading work from which they may find it impossible to escape and for which they receive trivial or no compensation. Abstract

This book presents the theory and practice of impact assessment tailored to new border control technologies that are increasingly employed at state borders with the aim of facilitating border checks. Experience has shown that their use often comes into conflict with societal values such as the respect for fundamental rights to privacy and personal data protection. As a result, there is a growing need to accommodate two requirements, the first being the deployment of new border control technologies and the second being the respect for relevant societal values. This book introduces a tool that seeks to accommodate both requirements: impact assessment. Impact assessment is an evaluation technique used to analyse the potential future consequences of a given measure for societal values. The main objective of the assessment process is to support informed decision-making about whether or not, and under what conditions, to deploy a given measure. Border Control and New Technologies. Addressing Integrated Impact Assessment is addressed predominantly to border control authorities in the European Union and in the Schengen Area who wish to ensure that new technologies for controlling state borders respect the principles of democracy, the rule of law and human rights. The book will be of interest also for border control officials elsewhere in the world as well as for anyone dealing with the theory and practice of impact assessment.

Abstract

This book examines the possibility of socially responsible innovation in security, using an interdisciplinary approach. Responsible innovation in security refers to a comprehensive approach that aims to integrate knowledge related to stakeholders operating at both the demand and the supply side of security - technologists, citizens, policymakers and ethicists. Security innovations can only be successful in the long term if all the social, ethical and ecological impacts, threats and opportunities, both short term and long term, are assessed and prioritized alongside technical and commercial impacts. The first part of this volume focuses on security technology innovation and its perception and acceptance by the public, while the second part delves deeper into the processes of decision-making and democratic control, raising questions on the ethical implications of security ruling. This book will be of much interest to students of critical security studies, sociology, technology studies and IR in general.
