Abstract

The Federal Reserve Act of 1913 created the infrastructure for the modern American payments system. Probing the origins of this benchmark legislation, the author of this study explores the international factors he contends were crucial to its conception and passage. Key institutional features of the Federal Reserve Act addressed both these shortcomings, but it was the goal of internationalizing usage of the dollar which motivated social actors to pressure Congress for the improvements. With New York bankers in the forefront, an international coalition lobbied for a system which would reduce internal problems such as recurring panics and simultaneously allow New York to challenge London's pre-eminence as the global banking centre and encourage bankers to make the dollar a worldwide currency of record. To those who organized the political effort to pass the Act, Broz contends, the creation of the Federal Reserve System was first and foremost a response to international opportunities. The Federal Reserve Act of 1913 created the infrastructure for the modern American payments system. Probing the origins of this benchmark legislation, the author of this study finds that international factors were crucial to its conception and passage. Until its passage, the USA had suffered under one of the most inefficient payment systems in the world. Serious banking panics erupted frequently and nominal interest rates fluctuated wildly. Structural and regulatory flaws contributed not only to financial instability at home but also to the virtual absence of the dollar in world trade and payments.

Abstract

A major contributor to the crisis at the World Trade Organization (WTO) is the decline in support for multilateralism in the United States. Three key problems with WTO design precipitated the decline. First, incomplete rules related to trade remedies are interpreted by the WTO's Appellate Body (AB) in ways that conflict with a narrow set of sensitive US domestic priorities. Second, existing WTO rules do not sufficiently account for non-market economies, such as China. Third, remediation of these problems is infeasible due to consensus-based decision-making in the WTO. These problems represent more fundamental challenges induced by increased economic integration--loss of sovereignty and erosion of democracy. To alleviate these problems in multilateral agreements we suggest: 1) a narrow solution that carves out a special process for handling trade remedy disputes; 2) a broad solution that relaxes the requirement of consensus for WTO reform, adopting some form of supermajority voting or a sunset clause; 3) the reform of domestic consensus-building institutions within the US that directly address the political-economy sources of voter discontent.

Abstract

Trade policy is set by domestic political bargaining between globalists and protectionists, representing owners of factors specific to export and import-competing sectors respectively. Consistent with the post-Civil War Era of Restriction, protectionists implement high tariffs when status quo tariffs are low. When status quo tariffs are high, reciprocal free trade combined with domestic transfers to protectionists are implemented, explaining the 1930s Era of Reciprocity with Re- distribution. Consensus emerges for Retreat from free trade when imports are high and domestic transfers are low, suggesting that US protectionist turn in the late 2010s was in part due to low levels of social transfers.

Abstract

The Great Recession and its aftershocks, including the Eurozone banking and debt crisis, add up to the worst global economic crisis since the Great Depression of the 1930's. Although economic explanations for the Great Recession have proliferated, the political causes and consequences of the crisis have received less systematic attention. Politics in the New Hard Times is the first book to focus on the Great Recession as a political crisis, one with both political sources and political consequences. The authors examine variation in crises over time and across countries, rather than treating these events as undifferentiated shocks. Chapters also explore how crisis has forced the redefinition and reinforcement of interests at the level of individual attitudes and in national political coalitions. Throughout, the authors stress that the Great Recession is only the latest in a long history of international economic crises with significant political effects-and that it is unlikely to be the last.
