Abstract

This paper examines the relationship between access to markets and land cultivation following Berg and others (2018) using panel methods. Then, author contextualize these results within the broader recent development challenges of the Lake Chad region. The results provide evidence that an increase in market access is associated with an increase in cultivated land and is positively associated with an increase in local agricultural GDP. Even so, conflict from the rise of Boko Haram in the past decade can attenuate gains whereby the proximity to conflict events in the previous year is associated with less cropland across the entire region and less night time lights from over a hundred local markets nearby Lake Chad. This paper makes two contributions. First, the importance of market access as part of economic development is well known, yet advancements in measurement of agricultural activity derived from satellite data and recent data are necessary to gain current insight given developments in the region. Second, this paper contextualizes the findings of market access with local conditions given the numerous conflict events in the past decade from Boko Haram. The rest of this paper is structured as follows. Section two describes the data sources while section three presents the empirical framework, section four presents the results, and section five concludes.

Abstract

Economic statistics are frequently produced at an administrative level such as the sub-national division. However, these measures may not adequately capture the local variation in the economic activities that is useful for analyzing local economic development patterns and the exposure to natural disasters. Agriculture GDP is a critical indicator for measurement of the primary sector, on which 60 percent of the world's population depends for their livelihoods. Through a data fusion method based on cross-entropy optimization, this paper disaggregates national and subnational administrative statistics of Agricultural GDP into a global gridded dataset at approximately 10 × 10 kilometers using satellite-derived indicators of the components that make up agricultural GDP, namely crop, livestock, fishery, hunting and timber production. The paper examines the exposure of areas with at least one extreme drought during 2000 to 2009 to agricultural GDP, where nearly 1.2 billion people live. The findings show an estimated US$432 billion of agricultural GDP circa 2010.

Abstract

Greenhouse gas emissions are largely determined by how energy is created and used, and policies designed to encourage mitigation efforts reflect this reality. However, an unintended consequence of an energy-focused strategy is that the set of policy instruments needed to tap mitigation opportunities in agriculture is incomplete. In particular, market-linked incentives to achieve mitigation targets are disconnected from efforts to better manage carbon sequestered in agricultural land. This is especially important for many countries in Eastern Europe and Central Asia where once-productive land has been degraded through poor agricultural practices. Often good agricultural policies and prudent natural resource management can compensate for missing links to mitigation incentives, but only partially. At the same time, two international project-based programs, Joint Implementation and the Clean Development Mechanism, have been used to finance other types of agricultural mitigation efforts worldwide. Even so, a review of projects suggests that few countries in Eastern Europe and Central Asia take full advantage of these financing paths. This paper discusses mitigation opportunities in the region, the reach of current mitigation incentives, and missed mitigation opportunities in agriculture. The paper concludes with a discussion of alternative policies designed to jointly promote mitigation and co-benefits for agriculture and the environment.

Abstract

This paper describes an approach to forecasting future climate at the local level using historical weather station and satellite data and future projections of climate data from global climate models (GCMs) that is easily understandable by policymakers and planners. It describes an approach to synthesize the myriad climate projections, often with conflicting messages, into an easily-interpreted set of graphical displays that summarizes the basic implications of the ensemble of available climate models. The method described in the paper can be applied to publicly-available data for any country and for any number of climate models. It does not depend on geographic scale and can be applied at the subnational, national, or regional level. The paper illustrates the results for future climate for Ethiopia using future climate scenarios projects by 8 global climate models. The graphical displays of nine possible future climate regimes (average temperature, precipitation and their seasonal distribution) for each grid-cell about 50km X 50 km). It also provides the probability associated with each of the nine-climate regimes.

Abstract

Investments in transport infrastructure lower trade costs and lead to integration of villages with urban markets. Does spatial market integration increase land inequality in rural areas Theoretical analysis by Braverman and Stiglitz (1989) suggests that the interactions of lower trade costs with credit market imperfections can increase land inequality. The primary mechanism is the adoption of increasing returns technology by large landowners facing lower trade costs which makes it more profitable to expand their scale by buying land from small, credit-constrained farmers. Using high- quality household survey data (the India Human Development Survey) on land ownership in rural districts of India, this paper provides the first evidence on the effects of market integration on land ownership inequality.

Abstract

Scientific evidence indicates that global warming could well lead to a sea-level rise of 1 meter or more in the 21st century. This paper seeks to quantify how a 1-meter sea-level rise that would affect coastal wetlands in 76 developing countries and territories, taking into account how much of wetlands would be submerged and how likely the wetlands would move inland as the coastline recedes. It is estimated that approximately 64 percent of the freshwater marsh, 66 percent of Global Lakes and Wetlands Database coastal wetlands, and 61 percent of brackish/saline wetlands are at risk. A large percentage of this loss would be shouldered by two regions: East Asia and the Pacific, and the Middle East and North Africa. At the country level, the results are extremely skewed with a small number of countries being severely affected. In East Asia, China and Vietnam would bear the brunt of these losses. In the Middle East and North Africa, Libya and Egypt would see the most losses. A rough estimate of the economic value of the goods and services produced by wetlands at risk is approximately USD 630 million per year in 2000 U.S. dollars.

Abstract

This paper investigates the effectiveness of protected areas in slowing tropical forest clearing in 64 countries in Asia/Pacific, Africa, and Latin America for the period 2001-2012. The investigation compares deforestation rates inside and within 10 kilometers outside the boundary of protected areas. Annual time series of these deforestation rates were constructed from recently published high-resolution data on forest clearing. For 4,028 parks, panel estimation based on a variety of park characteristics was conducted to test if deforestation is lower in protected areas because of their protected status, or if other factors explain the difference. For a sample of 726 parks established since 2002, a test also was conducted to investigate the effect of park establishment on protection. The findings suggest park size, national park status, and management by indigenous people all have significant association with effective protection across regions. For the Asia/Pacific region, the test offers compelling evidence that park establishment has a near-immediate and powerful effect.

Abstract

Adaptation to climate change includes addressing sea level rise and increased storm surges in many coastal areas. Mangroves can substantially reduce the vulnerability of the adjacent coastal land from inundation and erosion. However, climate change poses a large threat to mangroves. This paper quantifies the coastal protection provided by mangroves for 42 developing countries in the current climate, and a future climate change scenario with a one-meter sea level rise and 10 percent intensification of storms. The benefits of the coastal protection provided by mangroves are measured in terms of population and gross omestic product at a reduced risk from inundation; the loss of benefits under climate change is measured as the increased population and gross domestic product at risk. The findings demonstrate that although sea level rise and increased storm intensity would increase storm surge areas and the amounts of built resources at risk, the greatest impact is the expected loss of mangroves. Under current climate and mangrove coverage, 3.5 million people and roughly USD 400 million in gross domestic product of are at risk. In the future climate change scenario, the vulnerable population and gross domestic product at risk would increase by 103 and 233 percent, respectively. The greatest risk is in East Asia, especially in Indonesia, the Philippines, and Myanmar.
