Over thirty years, privatization of public enterprises was in the air. Before and during this period of neo-liberalism, and since the 2008 crisis, public enterprises were nonetheless created: they did what they were set up for and they frequently managed to get interesting results, as much on their public mission as regarding profitability. How is this possible ? This book looks at public enterprises with new eyes. What are the emerging insights ? Those public enterprises evolved a lot during those years. Their governance has been adjusted : they now respond to all kind of stakeholders, they face independent regulators and did enter complex institutional arrangements. Further, they often transformed into conglomerates active in several activity sectors and/or expanded their geographical coverage. Being frequently large-sized, public enterprises are now able to compete on international markets, while continuing delivering important services to their home community. Canada?s political regime is centred on the existence of a federal system of government within the institutions of Westminster parliamentary democracy. This system places a great deal of political power in the hands of cabinet ministers, and while cabinet systems of government in Canada have evolved at different speeds in different federal and provincial governments, they have, over the last two decades, increased centralization of administrative and legislative control in ever fewer hands.This shift has been well demonstrated by scholars such as Donald J. Is the major crisis that began in 2008 nearing the end? Governments and analysts have time and again announced that. Yet this diagnosis remains very premature even now. The level of unemployment is still high in many countries. While the massive aids provided by the States to the economy have allowed them to avoid the collapse of the economic system, they have paradoxically exposed the States to their own failure. Many countries in Europe are in precarious situations. Far beyond Europe the role played by the State is in question. Which measures must be taken by the public authorities in order to remedy the economic crisis? Are we witnessing the emergence of a new form of regulation? How will the general interest be carried and defended in future? How have the relations between the State and citizens changed? What are the national or continental variations on these themes? Through international comparisons, specialists from Europe, Africa and the Americas linked to CIRIEC International bring new answers to these important questions.
