La Première Guerre totale propose une nouvelle interprétation des changements considérables qui se sont produits en Europe dans l'art de la guerre à l'époque des Lumières, de la Révolution française et du règne de Napoléon. Dès les premières années de la Révolution en France, le régime de retenue et de normes aristocratiques de comportement caractérisant jusqu'alors les conflits entre monarques européens et permettant de modérer les ravages causés disparaît totalement. La guerre, qui faisait partie de l'ordre social, qui ne pouvait donc qu'être limitée à la fois dans son ampleur, dans sa durée et dans ses objectifs politiques, est dès lors tantôt stigmatisée pour ses horreurs, tantôt au contraire présentée comme un phénomène régénérateur, voire rédempteur et sacré. Elle devient la lutte du bien contre le mal, de la lumière contre l'obscurité, de la liberté contre le despotisme. Elle pousse les sociétés à la mobilisation générale et à la recherche de la destruction systématique de l'ennemi. Entre les adversaires, plus de respect ni de conciliation possible : il faut vaincre ou mourir. Au cours de vingt-trois années d'une guerre quasi ininterrompue, en particulier pendant la période napoléonienne, il n'est pratiquement pas un État européen dont le gouvernement et les frontières n'aient pas été profondément bouleversés.
