Beleid gaat over de wijze waarop samenlevingen maatschappelijke vraagstukken aanpakken. Beleid dient daarom geworteld te zijn in de samenleving. In die aanpak spelen verschillende overwegingen een rol. Het gaat om de toepassing van kennis, om de inzet van instrumenten en het formuleren van doelen. Maar beleid probeert ook rekening te houden met allerlei belangen en afhankelijkheden. Beleid is strijd. Daarnaast spelen ook symbolen, beelden en taal een belangrijke rol, terwijl er ook allerlei gegroeide praktijken en regels zijn waarbinnen beleid gestalte krijgt.Vanuit de rationele, politieke, culturele en institutionele benadering van beleid worden de belangrijkste leerstukken op het terrein van beleid en beleidsprocessen behandeld.
