These are the proceedings of the Annual World Bank Conference on Development Economics, which gathers the global perspective of scholars, and practitioners of development policy from academic life, government, and the private sector. The selected topics seek to include new areas of concern, and current research, as well as areas believed to benefit from exposure to recent knowledge, and experience. This year's conference focused on new development thinking, crises and recovery, corporate governance and restructuring, and, social security, public and private savings. The opening address outlines challenges for development, that include the intransigence of poverty in Africa, and ways to establish public-private partnerships at the country, and global levels, while the keynote address identifies equilibrium, and change as the focus of development economics: long-term sustainable growth requires development of a consensus behind the reform policies. Discussions varied from crises and recovery, through perspectives on the recent history of transition economies, to arguments on the possibilities of poverty reduction on a grand scale. Other topics include the exploration of development strategies, revision of the role of aid in providing finance, changing policies, and knowledge transfer, and, how to coordinate development problems.

These articles, initially presented at the Annual World Bank Conference on Development Economics, held April 25-26, 1996, address four themes: banking failures as crises or opportunities for reform; reducing poverty through targeted programs and rural finance; legal systems and economic development; and labor and environmental standards in international trade. Although covering varied topics, the articles share two overarching themes: the shifting role for government in economic development, and the central role for government policy in each area as critical to development. The articles also focus on the role of institutions, the importance of political and economic competition, and the role of law and political organization. Several articles stress the vital role of institutions and related incentives in finance. These articles and the keynote address discuss the role of government as an institution, the balance between introducing competition within government and devolving government activities to the market, and the balance between deregulation and correction of market failures and the creation of markets. The authors note that political competition in bureaucracies may be an effective surrogate for market competition. Also discussed is the growing recognition that as income rises, so does demand for labor and environmental standards. Another article shows that linking environmental standards to trade will not achieve the goals sought by the standards and could disrupt trade. Multilateral organizations may have an important advocacy role in ensuring fair play in administering standards. The discussion on the role and the rule of law emphasizes the links between demand for law and the legal and political systems. Legal systems must be country or context specific: there is no unique, optimal combination of contract designs and enforcement mechanisms because culture plays an important role in the interaction of social, political, and economic forces.

This edition of the Annual World Bank Conference on Development Economics presents selected papers from the ABCDE Meetings, held May 29-30, 2006, in Tokyo, Japan. This volume presents papers on Infrastructure for Growth - emerging issues; sustainable development and infrastructure - climate change, clean energy, and energy efficiency; rural infrastructure and agricultural development; and infrastructure and regional cooperation.

The Annual Bank Conference on Development Economics (ABCDE) is one of the world's best known series of conferences for the presentation and discussion of new knowledge about development. First held at World Bank headquarters in Washington D.C. in 1988, the ABCDE has become broader in scope as the world's economies have become more interconnected and challenges have become more complex. Presenting the proceedings of the May 2003 World Bank Annual Bank Conference on Development Economics (ABCDE), the volume imparts new research findings and discussions on key policy issues related to poverty reduction by eminent scholars and practitioners from around the world. The Annual World Bank Conference on Development Economics (ABCDE) brings together the world's leading scholars and development practitioners for a lively debate on state-of-the-art thinking in development policy and the implications for the global economy. The 17th conference was held in Dakar, Senegal, on January 27, 2005. The theme of the conference was growth and integration, which was divided into five topics: growth and integration, financial reforms, economic development, trade and development, and investment climate.
