This report presents the results of a survey carried out in 2018 by the Council of Europe and the Association ofLanguage Testers in Europe (ALTE). It forms part of the Council of Europe 2018-2019 Education for Democracyprogramme – “Inclusive approaches in education: language education for migrant/refugee children andadults”,2 embedded in the Council of Europe contribution to the United Nations 2030 agenda.While recognising the importance of language skills for social inclusion, access to education and employment,and human rights, the Parliamentary Assembly of the Council of Europe has expressed concern that formallanguage requirements for residency and citizenship may hinder, rather than foster, integration.
