The Palestinian Authority, Israel, the United States, the European Union, Russia, and the United Nations all officially support the establishment of an independent Palestinian state. This study examines strategies for strengthening the health system of a potential independent Palestinian state. Successful development of the Palestinian health system is worthwhile in its own right, and it may be a relatively cost-effective way to help demonstrate the tangible benefits of independence and peaceful relations with neighboring countries. Moreover, implementation of many of the strategies described can begin prior to independence. Research for this study was mainly conducted between December 2002 and July 2003. This study represents one component of a broader RAND Corporation analysis of options for structuring the institutions of a potential Palestinian state; all of the components are included in Building a Successful Palestinian State, MG-146-DCR, 2005.
