Abstract

This report presents an analysis of the early childhood development (ECD) programs and policies that affect young children in Iraq and recommendations to move forward. This report is part of a series of reports prepared by the World Bank using the Systems Approach for Better Education Results-Early childhood development (SABERECD) framework and includes analysis of early learning, health, nutrition, social protection, and child protection policies and interventions in Iraq, along with regional and international comparisons.

Abstract

Romania has clear separate legal frameworks for the health sector, requiring provision of services for pregnant women and young children; for the social and child protection and education sectors, including a mandatory pre-primary year of attendance. In recent years, early childhood development (ECD) has received broader attention from the Romanian Government as the early ages become a priority at the European Union and global levels. Systems approach for better education results (SABER) - ECD collects, analyzes, and disseminates comprehensive information on ECD policies around the world. The SABER-ECD framework presents a holistic and integrated assessment of how the overall policy environment in a country affects young children's development. This assessment can be used to identify how countries address the same policy challenges related to ECD, with the ultimate goal of designing effective policies for young children and their families. SABER-ECD identifies three core policy goals that countries should address to ensure optimal ECD outcomes: establishing an enabling environment, implementing widely and monitoring, and assuring quality.

Abstract

This report reviews the landscape of the ECE system in Bangladesh, focusing on the following key aspects related to the provision of ECE services: (a) access and equity, (b) quality, (c) governance and management, and (d) financing. It is based primarily on a desk review of existing documents and literature on ECE, and quantitative analyses of existing survey data. The desk review focuses on policies, plans, and strategies; existing studies; and pertinent records related to ECE in Bangladesh. The quantitative analyses are based on data from two rounds of the Household Income and Expenditure Survey (HIES 2010, 2016-17); the Multiple Indicator Cluster Survey (MICS 2013); survey data from an ongoing impact evaluation of a small-scale ECE intervention in one district of the country; and administrative data from the Directorate of Primary Education (DPE). In addition, the study also uses some primary data collected using the World Bank's Systems Approach for Better Education Results (SABER) tool to analyze the governance and management status of ECE in Bangladesh.
