Abstract

More than 2.7 million service members have deployed to support operations in Iraq and Afghanistan since 2001, and many who return report symptoms of mental health disorders, such as depression, posttraumatic stress disorder, and problematic substance use. One deterrent to seeking appropriate treatment is the negative perceptions surrounding mental health disorders and their treatment. Mental health public awareness campaigns have been used as one strategy to combat stigma and promote treatment-seeking. This report describes an evaluation of the scope, content, and dissemination of four public awareness campaigns that aim to overcome negative perceptions and promote awareness of mental health disorders and their treatment, with a focus on military and veteran populations. The evaluated campaigns are the Real Warriors Campaign, Make the Connection, National Recovery Month, and awareness materials related to the Veterans Crisis Line. The purpose of this report is twofold. First, it provides a detailed description of how the evaluation was designed, drawing on a literature review, consultation with campaign staff, and feedback on evaluation design from experts. Second, it contains findings from the cross-agency evaluation of the campaigns' collective efforts. This cross-agency evaluation was conducted to determine progress toward the Obama administration's Cross-Agency Priority Goal of improving mental health outcomes for service members, veterans, and their families — this being the case, the report focuses on campaigns' collective reach and impact. Results and recommendations address four sets of findings related to efficiency and mental health messaging, content of campaign materials, dissemination and reach, and direct connections to care.

Abstract

Human recovery is the process of rebuilding social and daily routines and support networks that foster physical and mental health and well-being. RAND researchers conducted a facilitated discussion with Louisiana NGO leaders to capture lessons learned and challenges faced by these organizations in the aftermath of Hurricane Katrina. The subsequent lessons also serve to inform potential policy changes and future research directions.

Abstract

"Nongovernmental organizations (NGOs) are instrumental in communities' resilience to natural and man-made disasters. But, despite national progress, the plans and processes for their involvement are not well-defined. This report summarizes three interrelated conference sessions that RAND researchers convened during the Louisiana Association of Nonprofit Organizations annual conference in August 2010. The purpose of the three sessions was to generate a national policy agenda that summarizes the challenges to involving NGOs in disaster response and recovery and to identify potential policy and program recommendations to address these challenges, with a specific emphasis on two types of populations, which were most in need after recent disasters: displaced and returning individuals and individuals with mental health needs. Panelists and conference attendees were asked to identify recommendations that would assist NGO involvement in disaster response and recovery. Those recommendations were then summarized by RAND researchers and were categorized into five areas: defining and formalizing roles for NGOs, structure and integration of governmental and nongovernmental organizations in common plans, information sharing, service capacity, and resource allocation. Based on the conference discussion, this report also contains RAND recommendations for future research to inform implementation of the policy agenda."--Publisher's website

Abstract

Despite the significant steps that the Department of Defense (DoD) has been taking for more than a decade to address sexual assault and sexual harassment in the U.S. military, these behaviors remain a persistent problem. To reduce rates of sexual assault and sexual harassment—and not just respond to them—efforts should focus on the current state of prevention for these problem behaviors within the services. The authors of this report synthesize findings and recommendations from the RAND Corporation's extensive research in this area. Eight RAND researchers—all subject-matter experts—drew from years of empirical study through RAND's multiple federally funded research and development centers to describe challenges that have slowed or stagnated progress toward addressing sexual assault and sexual harassment and examine efforts that have been made to reverse that trend. The authors highlight actions that will help DoD deter sexual assault and sexual harassment by holding perpetrators and leaders accountable and by equipping service members and leaders with the tools to prevent problem behaviors. The authors recommend hiring dedicated and well-trained prevention staff (prevention is often a collateral duty) and then discuss future research priorities that would allow DoD to set the standard for excellence in sexual assault and sexual harassment prevention.

Abstract

Despite the efforts of both the U.S. Department of Defense and the Veterans Health Administration to enhance mental health services, many service members are not regularly seeking needed care when they have mental health problems. Without appropriate treatment, these mental health problems can have wide-ranging and negative impacts on the quality of life and the social, emotional, and cognitive functioning of affected service members. The services have been actively engaged in developing policies, programs, and campaigns designed to reduce stigma and increase service members' help-seeking behavior. However, there has been no comprehensive assessment of these efforts' effectiveness and the extent to which they align with service members' needs or evidence-based practices. The goal of this research was to assess DoD's approach to stigma reduction, how well it is working and how it might be improved. To address these questions, RAND researchers used five complementary methods: (1) literature review, (2) a microsimulation modeling of costs, (3) interviews with program staff, (4) prospective policy analysis, and (5) an expert panel. The priorities outlined in this report identify ways in which program and policy development and research and evaluation can improve understanding of how best to efficiently and effectively provide needed treatment to service members with mental illness.
