DoD is the largest single energy using organization in the U.S. Achieving DoD's energy conservation goals has become increasingly important in a tight budget environment. This report documents Phase 1 of a larger study examining DoD's energy management capabilities and ways to enhance those capabilities. Energy management includes both technical (e.g., project design) and non-technical (e.g., education and awareness) activities. Based on extensive interviews of energy managers throughout DoD, we have identified several categories of factors affecting energy program success, including organizational factors, training and experience, communication and interactions, resources, and metrics and measuring. These areas suggest where energy policy emphasis should be placed.

"Regulations and guidance have permitted tailoring of the acquisition process as one of many ways in which the acquisition workforce can more efficiently achieve program objectives. Tailoring is frequently mentioned in regulations and guidance. Policy allows, and even encourages, program managers to customize regulation-based reviews, processes, and information requirements to accommodate the unique characteristics of a program while still meeting the regulations' intent for appropriate decision criteria and oversight processes. The extent to which programs take advantage of opportunities to tailor processes and documentation is not clear, but anecdotal evidence suggests that tailoring is more difficult in practice than guidance suggests. Widespread use of tailoring appears to be constrained by a variety of factors inherent in defense acquisition. The exploratory research reported here reviewed the literature and conducted interviews within the Office of the Secretary of Defense and the RAND Corporation to determine whether this policy area would benefit from additional in-depth research."--Back cover.

The Arsenal Ship acquisition program was unique in two respects: it represented a new operational concept for Navy weapon systems, and its management structure and process represented a significant departure from traditional military ship-building programs. The Arsenal Ship program was, in effect, an experiment; while the Navy envisioned an array of mission capabilities for the ship, it set the project budget as the single immovable requirement. In the end, political and financial constraints caused the program's cancellation. Nevertheless, its acquisition approach and technical innovations have already had--and will continue to have--significant influence on other Navy ship-building programs. The lessons learned from the Arsenal Ship program, applied to existing and planned systems, should more than recover the money spent on it.

The Defense Department, seeking methods to hold the line on environmental costs, can look to corporations in the private sector for novel approaches to environmental management. Corporations have learned that, if environmental issues are considered in the design stage, the payoffs over the life of the product or system can be large. The authors of this report concentrate on two corporations -- Volvo and Hewlett-Packard -- to identify the key factors that led to successful implementation of a design-for-environment program. The report shows, by drawing on the experience of Volvo, Hewlett-Packard, and other industry leaders, how DoD can incorporate pollution prevention into design activities of weapon systems without any loss of capability and with a potential for enormous savings.

The Global War on Terrorism (subsequently Overseas Contingency Operation), Operation Enduring Freedom, and Operation Iraqi Freedom all presented urgent technological challenges for the U.S. military. These challenges, particularly countering the use of improvised explosive devices, forced the Department of Defense (DoD) to acquire materiel solutions at unprecedented speeds. With a particular focus on command and control (C2) systems, this study examines how the Army can better manage the acquisition of systems using rapid, nontraditional means (i.e., outside the formal processes defined by DoD Instructions 5000.02). The research identifies issues, challenges, and problems associated with nontraditional rapid acquisition processes and recommends ways DoD can more rapidly develop, procure, and field effective C2 systems within the framework of current policies and processes. The research assesses past and current experience in the rapid acquisition of C2 systems through nontraditional means, including detailed case studies of three such systems.

The Defense Advanced Research Projects Agency (DARPA) has a vision for Mosaic Warfare, conceived as both a warfighting concept and a means to accelerate capability development and fielding. Mosaic Warfare entails a more fractionated, heterogenous force that can be dynamically composed on tactical timelines. It entails shifting away from monolithic platforms, which can be slow to develop and field, to simpler force elements that can be developed and fielded quickly and integrated at mission execution. The Mosaic Warfare vision is more challenging to transition than a single program or technology. Anticipating this, DARPA asked RAND Corporation researchers to examine the opportunities and challenges associated with developing and fielding a Mosaic force under existing or alternative governance models, as would be required for the vision to move from DARPA to widespread acceptance by the U.S. Department of Defense (DoD). The researchers designed and executed a policy game that immersed players in acquiring a Mosaic force. During the game, players first operated within the authorities, responsibilities, and constraints of DoD's existing acquisition governance model for setting requirements, allocating resources, and overseeing acquisition. Then, they operated under an alternative governance model that centralized some of those authorities within a new office while still requiring joint service, combatant command (COCOM), and Office of the Secretary of Defense (OSD) approval before fielding new capabilities. In this report, the researchers present insights on the challenges and opportunities of acquiring a Mosaic force under the current and the alternative model and highlight other acquisition models worth exploring.

The difference between estimated and actual costs--cost growth--in weapon system development has been a recurring problem. To facilitate long-term, comprehensive, and consistent analysis of weapon system cost growth, RAND has developed the Defense Systems Cost Performance Database (DSCPD). This database includes cost growth data derived from information in Selected Acquisition Reports, as well as a range of potnetial explanatory variables, including cost, schedule, and categorical information. This report documents the contents of the DSCPD; the authors discuss data sources, database structure, adjustments and normalization procedures used in the database, and caveats and limitations on its use. It is hoped that extensive use of the database by both governmental and nongovernmental analysts will improve understanding of the problem of cost growth in weapon systems and our ability to control it.

The impacts of climate change and environmental threats have wide-ranging implications for the acquisition and sustainment of weapon systems and combat support systems, and the acquisition of goods and services. These impacts are increasingly perceived by the U.S. Department of Defense (DoD) as a national security threat, and mitigating and adapting to such threats is increasingly emphasized in national security policy. In light of these challenges, RAND researchers assess the knowledge, tools, and capabilities needed by the acquisition workforce to infuse environmental considerations into DoD requirements, acquisition, and resource allocation decisionmaking. The research included a policy and literature review, along with discussions with subject-matter experts to understand the current state of environmental practice in DoD acquisition.

The Adaptive Acquisition Framework (AAF) is intended to improve defense acquisition performance by designing pathways to accommodate the diversity of systems and services that the U.S. Department of Defense (DoD) acquires. As of 2022, the AAF consists of six pathways: Urgent Capability Acquisition, Middle Tier of Acquisition, Major Capability Acquisition, Software Acquisition, Defense Business Systems, and Acquisition of Services. For each pathway, the authors of this report identify an initial set of metrics that DoD can use to measure performance and assess whether the pathway is achieving its goals. The authors also identify challenges to identifying metrics, both within and across pathways.
