Peut-on faire disparaître les pauvres par décret ? Les arrêtés municipaux contre les mendiants des années quatre-vingt-dix ont réactualisé la question et rappelé aux Français que la mendicité était un délit passible de l'emprisonnement depuis plusieurs siècles. De Louis XIV à la Ve République, chaque moment de crise repose la question de la pauvreté et des solutions à y apporter. Les documents ici réunis permettent de mesurer le chemin parcouru dans ce domaine. À l'État essentiellement répressif du XVIIe siècle (« grand renfermement » de Louis XIV), s'oppose la construction de l'État social du XXe siècle (Sécurité sociale, RMI) et la suppression du délit de mendicité ou de vagabondage du Code pénal en 1994. Force est de constater, cependant, que les pauvres sont toujours soupçonnés d'être responsables de leur situation et que les débats autour des politiques sociales font régulièrement resurgir des arguments utilisés au cours des siècles passés.

Abstract

Panhandling, the act of stopping people on the street or in public or private spaces to ask for food or money, has long been part of the urban environment. The activity generates various reactions from people: some see it as a sign of poverty and lack of services including affordable housing for marginalized groups. Others view it as having a negative effect on businesses. Some perceive panhandling to be the outcome of alcohol and substance abuse; the result of family breakdown; or as the actions of those unable or unwilling to sustain themselves by other activities.
