Tommaso Campanella (1568-1639), philosophe italien, dominicain, fut emprisonné 27 ans pour ses idées subversives de cité idéale. Libéré par le pape Urbain VIII, il se réfugia en France en 1634 (il écrivit alors "Monarchie de France"), Richelieu lui accorda une pension. Ce présent ouvrage a été écrit en 1633 et dédié au Cardinal Archevêque de Thessalonique et de Ferrare, légat apostolique auprès du Saint-Siège, J.-B. Pallotta. Dans la même collection avait été précédemment publié selon le même principe, texte latin en regard du texte français, "Monarchie d'Espagne. Monarchie de France" "Dans ce livre on démontre par la philosophie divine et humaine les droits du souverain pontife, père et chef des chrétiens sur le monde entier dans le temporel et dans le spirituel.... Elle est très utile à la République pour confondre les schismatiques, les pseudo-politiques et les hérétiques ; pour éteindre les rivalités entre les princes et leurs discordes ; pour leur protection mutuelle et réciproque contre les sectaires étrangers. Il en est de même des droits du roi catholique dans l'autre hémisphère, contre les flatteurs et ses adversaires."
