Abstract

Longer-term program engagement (LTPE) occurs when a member has spent at least seven of the past 10 years under Fund-supported financial arrangements.2 In response to the Executive Board's request for periodic updates on the incidence of LTPEs, this is the thirteenth such report and provides information through June 27, 2012.

Abstract

The Fund's Institutional View (IV) recognizes the benefits of and risks associated with capital flows. Since the IV was adopted, a growing literature has provided additional insights into the benefits and risks from capital flows. This note summarizes the insights from the recent literature and the experiences of staff since the adoption of the IV that have informed this review.

Abstract

Globalisés, ultraconnectés, les marchés sont un miroir grossissant du fonctionnement de nos sociétés. Il est en cela très tentant de les désigner coupables de tous nos excès. Après la période de « finance bashing » qui a suivi la crise de 2008, le moment est venu de faire le point sur les marchés comme système de rencontre de tous les acteurs de l'économie mondialisée. Chacun des acteurs du marché – politiques, institutions, professionnels, mais aussi citoyens et investisseurs individuels – doit être renvoyé à sa responsabilité et à sa capacité d'impact. Lentement, de nouvelles approches émergent, qui laissent entrevoir la perspective d'une finance plus responsable. Face à cela, les enjeux économiques, démographiques et climatiques nécessitent plus que jamais un système financier performant, pour orienter l'investissement vers des projets de long terme et construire une croissance durable.

Abstract

In December 2008, the IMF Executive Board discussed the Seventh Review of Data Standards Initiatives, and Directors requested staff to return to the Board within about a year with a proposal for the inclusion of selected financial indicators in the Special Data Dissemination Standard (SDDS). This paper responds to the 2008 request taking into account recent developments. The recent financial crisis has heightened the need for policymakers, financial regulators and capital market participants to put in place conditions that would help prevent the occurrence of similar crises in the future. One of the areas identified by the international community as key in crises prevention is the availability of timely and more detailed financial data that could provide early warning signals of impending risks and vulnerabilities.

Abstract

This paper discusses progress on post-global financial crisis (GFC) reforms and the emerging challenges in the area of capital markets regulation and supervision, drawing on the analysis and insights from the IMF's Financial Sector Assessment Program (FSAP). FSAP analyses sheds light on the implementation of post-GFC reforms to strengthen prudential and conduct supervision of capital markets and highlights new regulatory and supervisory challenges arising from several factors such as the growth of bond markets, benchmark transition, digitalization, and climate change. Key takeaways regarding implementation of post-GFC reform include significant progress with respect to oversight of market intermediaries and infrastructures and a case for further regulatory and supervisory action to address vulnerabilities arising from the high and rising interconnectedness of the asset management sector with the global economy, especially to foster stronger liquidity risk management. Emerging priority areas underscore the importance of ensuring the adequacy of issuer disclosures and quality of auditing; of examining and appropriately calibrating the regulatory perimeter in light of market developments; and of proactively safeguarding the operational independence of supervisory authorities and adequacy of their resources for implementation of regulatory frameworks that are fit-for-purpose in light of market developments and evolution.

Abstract

This book analyses the legal and economic implications of the European Commission's plans to form a Capital Markets Union (CMU) in Europe, which will have a major impact on financial markets and institutions both in the region and beyond.
