Some time in the coming decade, Iran will probably acquire nuclear weapons or the capacity to quickly produce them. This monograph provides a midterm strategy for dealing with Iran that neither begins nor ends at the point at which Tehran acquires a nuclear weapon capability. It proposes an approach that neither acquiesces to a nuclear-armed Iran nor refuses to admit the possibility--indeed, the likelihood--of this occurring.

Cet ouvrage s'attache à décrypter le programme nucléaire développé par la République islamique d'Iran et le rôle joué par l'Union européenne pour faire face à cette crise. Portée par une habile coordination intergouvernementale des politiques étrangères de ses États membres, l'Union rejoint le rôle d'acteur que ces derniers voulaient lui voir jouer. Partant d'une initiative ad hoc développée en dehors du Conseil de l'Union européenne, l'Allemagne, la France et le Royaume-Uni en viennent à renforcer l'Union sur la scène internationale. Ces trois États membres, conscients des difficultés d'un consensus au sein du Conseil, vont devancer le processus de négociations puis le faire adouber par le Haut Représentant de l'Union. Ce dernier informera les institutions de l'Union et contribuera au consensus. Par ailleurs, l'Union européenne offre une plateforme de coopération qui tend à accroître le pouvoir politique de chaque État en tirant parti du poids économique de l'Union sur la scène internationale. Après six années de sanctions décidées par le Conseil de sécurité des Nations unies, auxquelles l'Iran s'adapte tout en les contournant, l'adoption de sanctions autonomes fortes démontre la détermination de l'Union européenne et amène l'Iran à composer. Incitative puis coercitive, l'action diplomatique déployée par l'UE3+1, puis par l'E3+3, vis-à-vis du nucléaire iranien s'est formée en raison d'un intérêt commun fort, celui de préserver la sécurité internationale en maintenant le régime érigé par le Traité de non-prolifération des armes nucléaires.

This second volume of Readings in European Security vividly reflects the continuing changes that profoundly affect the factors shaping the security of the European continent. When we are looking at proliferation cases, there are a number of lessons – positive and negative – learnt. First, facts reported by the IAEA are essential for the international community in assessing the compliance and risks of possible clandestine activities. Second, the IAEA verification scheme is biting when it fully exercises its verification rights, and when it is provided with the requisite cooperation. Third, when countries face questions raised by the IAEA, those that chose to turn the course and / or cooperated to remove concerns and ambiguities resolved their nuclear dossiers in a satisfactory manner and fairly swiftly. Fourth, when states adopt the course of confrontation, as are currently the cases with Iran, Syria and North Korea, the situation becomes more complicated and more difficult to resolve. Fifth, dragging non-compliance and challenging of the authority of the United Nations Security Council and the IAEA Board of Governors erodes the international non-proliferation regime. This book addresses two proliferation cases, Iran and North Korea providing extensive snapshots on the currently known nuclear programs, and analyses failures and weaknesses of past verification activities, and makes innovative suggestions for ways forward.

Iran's nuclear program is one of this century's principal foreign policy challenges. Despite U.S., Israeli, and allied efforts, Iran has an extensive enrichment program and likely has the technical capacity to produce at least one nuclear bomb if it so chose. This study assesses U.S. policy options, identifies a way forward, and considers how the United States might best mitigate the negative international effects of a nuclear-armed Iran.

The EU's approach to Iran has emerged as one of the few successes of European foreign policy. Still, its role in international negotiations from 2003, as much as its broader approach to Iran, are generally poorly appreciated by policy-makers in Europe, the United States, and around the world. This book aims to explain the specifics of the EU's approach to Iran, taking into account both the complexity of European foreign policy, in particular within transatlantic relations, and Iran's (aspired) place in the international order. It informs the reader about the special negotiation format that included a number of world powers as well as multilateral bodies such as the International Atomic Energy Agency (IAEA) and the UN Security Council. Furthermore, it provides an outlook on European post-nuclear deal strategies and offers conclusions on the effectiveness of Europe's multilateral approach to foreign policy. By looking at the EU's diplomatic activities towards Iran over more than a decade, the book focuses on Europe's actorness in international politics. This text will be of key interest to scholars, students and practitioners involved or interested in the European Union, Iran, U.S. foreign policy as well as Foreign and Security policy, including sanctions policy, and more broadly to European Politics, Middle East studies and international relations.
