Abstract

This paper reviews Mali’s 2012–2017 Poverty Reduction and Growth Strategy Paper. Mali’s GDP was CFAF 1,741.89 billion in 2012; real growth was ?1.2 percent, that is, excluding inflation (2.7 percent in 2011). The decline of 3.9 points in growth between 2011 and 2012 was finally stemmed, despite the major shocks that Mali had to face in 2012. The dual security and institutional shock had a negative impact on the entire economy, and more particularly on certain subsectors such as construction and public works, the hotel industry, and commerce. The GDP growth rate was ?1.2 percent in 2012, compared with 2.7 percent in 2011.

Abstract

This paper discusses the Poverty Reduction Strategy Paper Implementation Report 2003–04 for Mali. Progress has been made in the social sectors, even if some inadequacies remain. Budget allocations to the education and health sectors have improved, with budget resources allotted to essential social services trending markedly favorably over the period 2001–04. The program to restructure and privatize public enterprises is well advanced. Railroads have been private since 2003, and a privatization support unit was established for the Malian Telecommunications Company SOTELMA.

Abstract

Abstract

States of Marriage shows how throughout the colonial period in French Sudan (present-day Mali) the institution of marriage played a central role in how the empire defined its colonial subjects as gendered persons with certain attendant rights and privileges. The book is a modern history of the ideological debates surrounding the meaning of marriage, as well as the associated legal and sociopolitical practices in colonial and postcolonial Mali. It is also the first to use declassified court records regarding colonialist attempts to classify and categorize traditional marriage conventions in th

Abstract

"This report examines Mali's counterterrorism requirements in light of recent evolutions in the country's security environment. In spite of the achievements of France, the United Nations, and the European Union, the terrorist threat in Mali is growing, but Mali's military remains largely ineffective. Part of the challenge is the interconnected nature of Mali's terrorist problem and the political strife that afflicts Mali's northern half, which the peace agreement signed in Algiers in June 2015 only somewhat addresses. Moreover, Bamako's response remains focused to an inappropriate degree on acquiring the military capabilities it hopes will help redress the balance of power in the North while leveraging proxy ethnic militias. These militias, though more effective on the battlefield than Mali's own forces, have the potential to further aggravate northern Mali's instability. The report argues that it is not possible to strengthen Mali's counterterrorism capabilities in isolation from its general military capabilities, which are in need of fundamental reforms. Such reforms should include making the armed forces more inclusive of minority groups and more attentive to relations with northern communities, improving the effectiveness and accountability of defense institutions, building human capital and leadership, and enhancing operational capabilities. In all cases, the United States must coordinate its efforts with the other actors on the ground in Mali, especially the French and the European Union, to ensure complementarity."--Publisher's web site.

Abstract

Poverty Reduction Strategy Papers (PRSPs) are prepared by the member country in broad consultation with stakeholders and development partners. Despite strong economic performance in recent years compared with Sub-Saharan African and WAEMU countries, Mali’s average annual growth rate of 4.6 percent is below the target of 7 percent provided in the PRSP. At end-2009, the situation in the banking and financial system was characterized by an increase in the money supply, an increase in net foreign assets, an increase in credit to the economy, and a decline in credit to the government.
