Abstract

In Restructuring the Soviet Economic Bureaucracy, Paul R. Gregory takes an inside look at how the system worked and why it has traditionally been so resistant to change. Gregory's findings shed light on a bureaucracy that was widely considered the greatest threat to Gorbachev's efforts at perestroika, or restructuring. Restructuring the Soviet Economic Bureaucracy is based on Soviet and Western published accounts as well as interviews with former members of the Soviet economic bureaucracy, mainly from the middle elite. These informants, with their expert knowledge of the system, tell how bureaucrats big and small made the routine and extraordinary decisions that determined Soviet resource allocation. The often-criticized irrationalities of the Soviet bureaucracy are revealed to contain their own internal logic and consistency.

Abstract

Ben Bernanke, président de la banque centrale des États-Unis de 2006 à 2014, s’est retrouvé au poste de commande clé face à la plus grande crise financière et économique internationale depuis la Grande Dépression de 1929. Il a eu à décider de sauver ou non la banque Lehman Brothers, dont la faillite a mené la finance mondiale au bord du gouffre. Il a dû ensuite mener des politiques monétaires pas du tout orthodoxes pour sauver le système financier mondial et soutenir l’économie américaine. Il a été impliqué dans toutes les discussions internationales pour tenter de coordonner la gestion de la crise, notamment avec les dirigeants européens et les patrons successifs de la BCE (J.-C. Trichet et M. Draghi). Il livre ici le récit vivant d’une crise vécue de l’intérieur, au cœur du système de gouvernance de l’économie mondiale.
