Abstract

Emerging Threats to Energy Security and Stability January 23 to January 25, 2004, Windsor Castle, UK This two-day NATO-sponsored workshop was organised by the Windsor Energy Group and MEC International Ltd with support from NATO’s Science Committee. The workshop was designed to promote a public-private sector exchange on how best to address issues arising in energy security at a time of growing uncertainty. In particular, it sought to assess emerging threats to energy security and stability and discuss new security strategies to protect global energy supplies from regional instability and terrorism. The format involved a wide-ranging international group of poli- formers and advisers from NATO, Partner and other countries, in a unique forum for intensive expert discussion. Background The international community is increasingly conscious of the need to develop new energy security strategies in order to protect global energy supplies from regional instability and terrorism. Energy security is a vital element in international stability. However, a variety of energy-related economic, technical, and military/political factors pose serious challenges to the international community’s pursuit of energy security and stability: The global economy is expected to continue to be largely dependent on oil and gas for the next twenty to thirty years. Current levels of production may need to be doubled in this period, with most of the increment coming from the Gulf States who control 66% of global oil reserves and 40% of global natural gas reserves. There are forecasts of significant capacity shortfalls.

Abstract

Energy and environmental security are truly major problems facing our global economy. Fossil fuels, particularly crude oil, are confined to a few regions of the world and the continuity of supply is governed by dynamic political, economic and ecological factors. These factors conspire to force volatile, often high fossil fuel prices while, at the same time, our environmental policies are demanding a reduction in greenhouse gases and toxic emissions. Thus a coherent energy strategy is required, addressing both energy supply and demand, taking account of the whole energy lifecycle including fuel production, transmission and distribution, and energy conversion, and the impact on energy equipment manufacturers and the end-users of energy systems. In the short term, our aim should be to achieve higher energy efficiency and increased energy supply from local energy sources, in particular renewable energy sources. In the long term, a hydrogen-based economy will have an impact on all these sectors. In view of technological developments, vehicle and component manufacturers, transport providers, the energy industry, and even householders are seriously looking at alternative energy sources and fuels and more efficient and cleaner technologies – especially hydrogen and hydrogen-powered fuel cells.

Abstract

On 21 November 2007 the grand and elegant Delegates Hall of the Hungarian Parliament was the scene of the opening of a conference to discuss some of the most pressing issues of the day, those related to our unending thirst for energy, its environmental consequences, and the challenges that these bear on security. Over the next 3 days scientists, parliamentarians and their guests confronted, challenged, teased and cajoled each other in a NATO Advanced Research Workshop (ARW) entitled “Energy and Environmental Challenges to Security,” affirming that knowledge and public service hold the keys to solving our greatest challenges. The magnitude of the security challenge was confirmed while this volume was being prepared. In mid-2008, the International Energy Agency issued a report concluding that US$45 trillion would be needed over the next half century to prevent energy shortages and greenhouse gas emissions from undermining global economic growth. But lest such large numbers cause us all to shrug, this volume brings attention to some of the more manageable aspects of the environment and energy security challenge – from addressing conflict resources such as illegal timber that contribute to corruption and regional instability, to means and mechanisms to enable the diversification of energy supplies, to environmental risk reduction strategies for particular installations. The participants in the Hungarian Parliament building were atypical for a NATO Advanced Research Workshop.

Abstract

The basic logic is very simple. Countries around the globe have a need for more electrical generating capacity because of increases in population and increases in energy use per capita. The needs are constrained by the requirement that the ba- load energy source be economical, secure, and not emit climate-changing gases. Nuclear power fits this description. Therefore, many countries that have not had a nuclear power program (or only had a small program) see a need to develop one in the future. However, the development of a national nuclear energy program is not so simple. The purpose of the NATO Advanced Research Workshop on Nuclear Power and Energy Security was to contribute to our understanding of how these programs might evolve. The workshop took place 26–29 May 2009 in Yerevan, Armenia. Approximately 50 participants discussed the infrastructure that is needed and some of the reactor options that might be considered. The papers in this book helped define the discussion that took place. The infrastructure that is needed includes a legal framework, a functioning regulator, a plan for waste disposal, a plan for emergency response, etc. These needs were explained and just as importantly, it was explained what international, bilateral, and regional cooperation is available. Although there were many co- tries represented, the Armenian experience was of particular interest because of where the meeting was located. The papers on reactor options covered both innovative and evolutionary designs.
