"This report assesses existing water market mechanisms (such as water banking and auctions) and partnership opportunities that Army installations can potentially use to improve installation water programs and their investments in water and wastewater systems. Because such mechanisms and opportunities depend on water management practices and water rights, the report also provides an overview of these areas. In addition, the report provides examples from across the United States, along with detailed case studies of these issues within Colorado and Fort Carson and within Arizona and Fort Huachuca. Water management today faces some key challenges, including aging infrastructure, water quality concerns, depleting groundwater aquifers, uncertain water supplies, pressures of population growth, climate change effects on water availability, and continued public demands for low-cost water. The traditional way of solving water problems -- by increasing access to new surface water and groundwater supplies--is often no longer viable. Such water sources are mostly allocated, and in many cases over-allocated. Today, many water managers are focused on conservation, efficient management, and accessing alternative water sources (such as treated wastewater and stormwater runoff). Water markets and partnerships are also being used in select cases. Given such water management, partnership, and market trends, the report concludes with recommendations about how Army policies and activities can be adjusted to improve installations' water security, programs, and infrastructure investments"--Publisher's description.

Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan’s determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to “become Japanese.” What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor’s edge between insurgency and collaboration. At stake in sovereign power’s attempt to secure Okinawa as a military fortress was the need to contain alegality itself—that is, a life force irreducible to the legal order. If biopolitics is the state’s attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world.

Increasingly today nation-states are entering into agreements that involve the sharing or surrendering of parts of their sovereign powers and often leave the cession of authority incomplete or vague. But until now, we have known surprisingly little about how international actors design and implement these mixed-sovereignty arrangements. Contracting States uses the concept of "incomplete contracts"--agreements that are intentionally ambiguous and subject to future renegotiation--to explain how states divide and transfer their sovereign territory and functions, and demonstrate why some of these arrangements offer stable and lasting solutions while others ultimately collapse. Building on important advances in economics and law, Alexander Cooley and Hendrik Spruyt develop a highly original, interdisciplinary approach and apply it to a broad range of cases involving international sovereign political integration and disintegration. The authors reveal the importance of incomplete contracting in the decolonization of territories once held by Europe and the Soviet Union; U.S. overseas military basing agreements with host countries; and in regional economic-integration agreements such as the European Union. Cooley and Spruyt examine contemporary problems such as the Arab-Israeli dispute over water resources, and show why the international community inadequately prepared for Kosovo's independence. Contracting States provides guidance to international policymakers about how states with equally legitimate claims on the same territory or asset can create flexible, durable solutions and avoid violent conflict.

This monograph describes the evolution of the U.S. global defense posture from 1783 to the present as the nation grew from a relatively weak and insular regional power into the preeminent global power. As new and unpredictable threats emerge, alliance relationships are revised, and resources decline, past efforts at dealing with similar problems yield important lessons for future decisions.

Resistant Islands Resistant Islands offers the first comprehensive overview of Okinawan history from earliest times to the present, focusing especially on the recent period of colonization by Japan, its disastrous fate during World War II, and its current status as a glorified US military base. The base is a hot-button issue in Japan and has become more widely known in the wake of Japan’s 2011 natural disasters and the US military role in emergency relief. Okinawa rejects the base-dominated role allocated it by the US and Japanese governments under which priority attaches to its military functions, as a kind of stationary aircraft carrier. The result has been to throw US-Japan relations into crisis, bringing down one prime minister who tried to stop construction of yet another base on the island and threatening the incumbent if he is unable to deliver Okinawan approval of the new base. Okinawa thus has become a template for reassessing the troubled US-Japan relationship—indeed, the geopolitics of the US empire of bases in the Pacific.
