Les classes populaires européennes ont été touchées de plein fouet par la crise : l'expérience du chômage et de la précarité fait partie de leur quotidien et constitue un marqueur qui les distingue des autres classes. Un autre trait récurrent est la pénibilité physique au travail, qui touche davantage les actifs peu ou pas qualifiés dans la quasi-totalité des pays européens. Pourtant, ces inégalités dans le monde du travail n'ont guère été prises en charge politiquement : la délégitimation du monde ouvrier s'est accompagnée d'une occultation de la déstabilisation des classes populaires. Alors que la crise économique et les politiques néolibérales incitent les peuples des pays européens à se replier sur leurs frontières, cet ouvrage pose la question de ce qui rapproche ou distingue celles et ceux qui travaillent sur le vieux continent. L'Union européenne est considérée comme un des systèmes politiques les plus progressistes du monde en ce qui concerne la promotion de l'égalité entre les femmes et les hommes. La politique européenne visant à lutter contre les inégalités de genre est souvent considérée comme « exceptionnelle ». Pendant près de quatre décennies, l'Union européenne a imposé aux États membres un ensemble de normes et de valeurs plus élevées que celles qui ont cours dans la plupart des pays et offert un environnement particulièrement accueillant aux mobilisations féministes. Cependant, depuis la fin des années 2000, l'Union et ses États membres font face à une grave et durable crise économique et budgétaire. Dans ce nouveau contexte, le régime de genre de l'Union européenne est-il toujours un des plus avancés du monde ? Le système politique européen offre-t-il encore un espace privilégié pour mener une politique ambitieuse de promotion de l'égalité entre les femmes et les hommes ?. Basé sur une enquête de plus de dix ans, cet ouvrage présente une lecture des transformations de la politique européenne d'égalité entre les femmes et les hommes sur le long-terme, analyse les mécanismes de construction, de consolidation puis de déconstruction de l'« exceptionnalité » de l'action européenne dans ce domaine et s'interroge sur les effets de son démantèlement en cours.

The European Union is a supranational organisation with a set of circumscribed powers. Although these powers do not include an all-encompassing fundamental rights' mandate, today's existential challenges - from economic to refugee crisis, via concerns for compliance with the rule of law in some of its Member States - increase the pressure on the EU to develop tools for protection and promotion of such rights. One way of addressing the tension between the lack of a general mandate and vivid calls for protection is for the EU to focus on selected fundamental rights which it has competence to regulate. One such example is EU law on the fundamental right to equal treatment that has blossomed since the late 1990s. In developing selected fundamental right policies that can be imposed on domestic actors, as EU law does, supranational intervention needs to be carefully tailored to the plural landscape where they are intended to flourish. This monograph calls for a nuanced use of the infrastructure of EU law to convey shared values at domestic level across Europe.

In dit boek worden bijdragen uit 9 verschillende EU-landen samengebracht m.b.t. het thema 'gendergelijkheid'. Deel 1 is een snelcursus 60 jaar Europese integratie. Hierin komen verder aan bod: theorieën inzake integratie, strategieën, tactieken, beleidsmaatregelen op het vlak van gelijke behandeling, positieve actie, gender mainstreaming en diversiteitmanagement. Ook de 'gender'-evoluties binnen de Europese instituties wordt belicht. Deel 2 brengt concrete case-studies inzake gender binnen verschillende beleidsdomeinen (landbouw, arbeid, innovatie, ...) en stelt vervolgens vragen omtrent de evolutie binnen het beleid. De invloed op het beleidsonderzoek van door genderstudies verkregen inzchten komt aan bod en men stelt vragen bij de gevolgde strategieën en gebruikte instrumenten. Verder leren we ook wat gender mainstreaming in tussentijd bereikt heeft en hoe de toekomst inzake gendergelijkheid in de EU eruitziet.

This edited collection analyses social inequality in the European Union, within and between countries. The work critically explores both vertical inequality, existing between those with high incomes and low incomes, and horizontal inequality, existing between groups according to nationality, age, ethnicity, and gender.
