La 4e de couverture indique : "La sécurité collective dans la Charte des Nations Unies a été envisagée principalement sous un angle universel puis régional avec le chapitre VIII. Ceci a permis à l'ONU de s'assurer la gestion et le règlement de plusieurs conflits avec des résultats mitigés. L'Union Africaine est dans cette logique prévue dans le cadre du Chapitre VIII de la Charte des Nations Unies mais avec une augmentation mieux une reprise en charge de l'initiative en matière de gestion de la paix et de la sécurité internationales avec la montée du Conseil de paix et de sécurité dans les actions coercitives sur le continent. Cette étude touche à la sécurité collective régionale consacrée par le Chapitre VIII de la Charte des Nations Unies car la question de la coopération et de la coordination entre l'Organisation des Nations Unies et les organisations régionales aussi bien africaines, européennes, américaines qu'asiatiques prend aujourd'hui une nouvelle pertinence. La Charte des Nations Unies étant subsidiairement régionaliste et individualiste ouvre cette voie du chapitre VIII en vue du maintien de la paix et de la sécurité régionales, à travers les articles 52, 53 et 54 et en consacrant la légitime défense individuelle et collective en son article 51.Ce cadre juridique très ouvert a permis l'émergence notamment en Afrique d'une organisation régionale dite "OUA" puis "UA " avec ses organisations sous-régionales. Ce foisonnement d'organisations régionales a été aussi observé dans d'autres régions du monde avec des structures à caractère très offensif."

This report is the first independent, substantive and public assessment of the progress of the African Union. ""Towards a People-Driven African Union: Current Obstacles and New Opportunities"" analyses the preparations of African Union member-states, the AU Commission and civil society organisations for the twice-yearly AU summits. The main finding is that despite some welcome new opportunities for participation, the African Union's vision of �an Africa driven by its own citizens� remains largely unfulfilled. Particularly in the context of internal conflicts, international law is frequently unable to create and sustain frameworks for peace in Africa. In Peacebuilding in the African Union, Abou Jeng explores the factors which have prevented such steps forward in the interaction between the international legal order and postcolonial Africa. In the first work of its kind, Jeng considers whether these limitations necessitate recasting the existing conceptual structure and whether the Constitutive Act of the African Union provides exactly this opportunity through its integrated peace and security framework. Through the case studies of Burundi and Somalia, Jeng examines the structures and philosophy of the African Union and assesses the capacity of its practices in peacemaking.
