Abstract

Democracy today faces deep and complex challenges, especially when it comes to political communication and the quality of public discourse. Dishonest and manipulative communication amplified by unscrupulous politicians and media pervades these diabolical times, enabling right-wing populism, extremism, truth denial, and authoritarianism to flourish. To tackle these issues, we need to encourage meaningful deliberative communication - creating spaces for reflective and constructive dialogue, repairing unhealthy public spheres while preserving healthier ones, and building discursive bridges across deep divides. Citizens who see through elite manipulations should be at the core of this response, especially if bad elite behavior is to be effectively constrained. Democratic activists and leaders, diverse interpersonal networks, resilient public spheres, deliberative innovations and clever communication strategies all have vital roles to play in both defending and renewing democracy. Healthy discursive infrastructures can make democracies work again.

La démocratie participative s’est imposée comme le principal remède à la crise de notre démocratie représentative. De la plus petite commune rurale au plus haut sommet de l’État, chaque institution y va de son dispositif : conventions citoyennes, budgets participatifs, ou autres consultations en ligne. Cette injonction participative mérite pourtant d’être questionnée.Les outils mis en place depuis deux décennies ne corrigent pas les limites de la démocratie représentative : abstention, déficit de représentativité des élus, centralisation du pouvoir… Le Grand Débat et la Convention citoyenne pour le climat en sont l’illustration. Loin de redonner du pouvoir aux citoyens, ces expériences ont surtout fait la preuve de leur impuissance à transformer le système politique.Il est aujourd’hui nécessaire de mettre un coup d’arrêt à cette fuite en avant participative dont les fausses promesses ne font qu’accroître la défiance des citoyens. L’urgence n’est pas de (faire) participer, mais de démocratiser l’action publique en mettant fin à la surdité des institutions et en redistribuant l’accès au débat démocratique.

""Jürgen Habermas's book The Structural Transformation of the Public Sphere, first published in 1962, has long been recognized as one of the most important works of 20th century social thought. Blending together philosophy and social history, he outlined a theory of the public sphere as a domain situated between civil society and the state, a domain in which citizens could scrutinize the activities of public officials and debate matters of common concern. In his later works, Habermas would repeatedly question the role played by the public sphere in the safeguarding of democratic community. Now, in view of the crisis of democracy and the digital revolution, he returns to the same theme. The central concern of this new book is new media and their platform structure, which are increasingly relegating traditional mass media - significant drivers of the 'old' structural transformation - to the background. Habermas argues that the forms of communication associated with new media harm the self-awareness of the political public sphere, inducing a new structural transformation with grave consequences for deliberative democracy, the construction of public opinion and will formation.""--

Abstract

Political thinking tends to outline reforms to existing political institutions. In contrast, Beyond Instrumentalised Politics argues for the need for systemic transformation. It articulates the evaluative principles for good governance, and employs these principles to argue for a new political system. Because persons are non-instrumentally valuable, good governance requires that all people are respected equally, and this necessitates a participatory democracy. The book investigates how such a democracy might function through consensus-based decision-making and argues for a redefinition of consensus. It characterises the local and national institutions required for public governance thus conceived. This includes the creation of various types of spaces for deep dialogue and mutual inquiry. This book demonstrates how this innovative vision would transform our current conceptions of governance.
