The World e‑Parliament Report 2018 marks a turning point. For the first time since the IPU and the United Nations established a baseline on the use of information and communication technologies (ICT) by parliaments in 2008, the data suggests that parliaments are finally using ICT more effectively. The promise that ICT would help parliaments to carry out their corefunctions in a bid to make them more open, accessible, accountable and effective is beginning to be realized. We must not lose sight of the fact that many parliaments continue to experience significant challenges. Above all, we must start to look more closely at the impact of enhanced parliamentaryopenness on public perceptions of, and levels of engagement with, parliament.
