The broad field of hydrogen and power-to-gas promises us renewable energy storage and use in molecular forms-either gaseous or liquid-to decarbonise all energy sectors that currently depend on fossil fuels. We have recently witnessed a number of technical developments, trends and advancements that have enabled us to stand where we stand today. We find ourselves at a crossroads between theoretical groundwork and the actual, large-scale technical implementation of the energy transition.This reprint brings together current research findings from highly diverse disciplines, all of which can make a valuable contribution to the success of the energy transition. The research results yield insights into possible partial solutions that can be implemented in national, regional or even local energy systems at different implementation levels and detail, depending on boundary conditions and specific demands.The first contribution in this reprint is an editorial summarising the ten following research articles. It contains a table of the articles including research fields, titles, and methods. The reader can use it as a quick overview before turning to the detailed articles. The Philippine economy outperformed its regional peers, expanding by 6.4 percent in the first quarter of 2023. The continued release of pent-up demand as well as recovering labor market, steady remittances, and tourism rebound supported domestic activity. Weak global conditions, however, tempered external demand, which weighed on manufacturing and net exports. Domestic demand remained robust despite elevated inflation. To address inflationary pressure and anchor inflation expectations, the Bangko Sentral ng Pilipinas (BSP) has raised the key policy rate by an additional 75 bps since January 2023. Meanwhile, a decline in public spending led to a narrower fiscal deficit. With robust economic growth, unemployment declined despite higher labor force participation, but the quality of jobs remains a concern.

The report discusses how public finances have fluctuated with multiple shocks since the pandemic, characterized by atypical growth, inflation dynamics, and fiscal support to mitigate the shocks. The recent financial turmoil aggravated an already uncertain and complex outlook with tight financing conditions and mounting concerns for debt vulnerabilities. In this volatile environment, fiscal policy should prioritize consistency with monetary policy to restore price and financial stability, while supporting the most vulnerable. Abrupt changes in financial conditions also call for fiscal restraint to tackle fiscal vulnerabilities. To that end, governments will need to give greater priority to rebuilding fiscal buffers by developing credible risk-based fiscal frameworks that promote consistent macroeconomic policies, reduce debt vulnerabilities over time, and build up the necessary room to handle future shocks.

La reciente turbulencia financiera ha agravado las perspectivas ya inciertas y complejas, con condiciones de financiamiento restrictivas y crecientes preocupaciones por las vulnerabilidades de la deuda. En este entorno volátil, la política fiscal debe dar prioridad a la coherencia con la política monetaria para restablecer la estabilidad financiera y de precios, además de apoyar a los más vulnerables. Los bruscos cambios en las condiciones financieras también exigen disciplina fiscal para abordar las vulnerabilidades fiscales. Con ese fin, los gobiernos tendrán que dar mayor prioridad a recomponer los amortiguadores fiscales mediante el desarrollo de marcos fiscales creíbles basados en riesgos que promuevan políticas macroeconómicas coherentes, reduzcan las vulnerabilidades fiscales con el tiempo y generen el margen necesario para afrontar futuros shocks.
