"Each year, millions of women throughout the world experience violence and abuse at the hands of their intimate partner. Abusers coercively control them by using a variety of tactics ranging from physical or sexual violence to emotional or psychological abuse. An additional tactic often used includes financial abuse in which the abuser controls the money in the family, exploits the victim's financial standing, and interrupts her efforts to be self-sufficient. The impact of financial abuse can leave women financially trapped in the relationship with limited financial management skills, knowledge, or self-confidence. Indeed, survivors often mention financial barriers as a top reason for keeping them trapped by the abuser in the relationship. The work of financial empowerment is critical not only to ensure the long-term safety of survivors but also to assist survivors in gaining long-term economic stability. Curiously, little of the research on domestic violence has sought to either fully understand the impact of financial abuse or to determine which intervention strategies are most effective toward the financial empowerment of survivors. Building Financial Empowerment for Survivors of Domestic Violence aims to address this critical knowledge gap by providing those who work with survivors of domestic violence with practical knowledge on how to empower the financial well-being and stability of survivors. Specifically, every practitioner, human service provider, criminal justice practitioner, financial manager, and corporate supervisor should be screening the women they encounter for economic abuse, and when such abuse is found, then work with the women toward developing financial safety plans, and referring survivors to financial empowerment programs to assist survivors to become free from abuse"--

This technical assistance report on Panama discusses macroprudential policy frameworks. The mission assisted the Superintendency of Banks of Panama (SBP) in developing a roadmap to strengthen the macroprudential policy framework in Panama. The mission found that the SBP has adequate capacity to conduct macroprudential policy. The mission’s main recommendation is to tighten the link between policy objectives, assessments, and tools. The mission recommends preparing and publishing a macroprudential strategy document to clarify the set of indicators and tools corresponding to the policy objectives. This will help the SBP take timely actions with the policy tools tailored to emerging systemic risks. Communication should also be enhanced by making more use of the Financial Stability Report to explain policy decisions and to provide the underlying analysis. The mission also made recommendations on other aspects, such as the expansion of the policy toolkit, in particular to include borrower-based measures on the loan-to-value and debt-service-to-income ratios), which will be followed up on in the second mission.

This technical assistance report focuses on strengthening cybersecurity in financial institutions in Trinidad and Tobago. Cybersecurity governance at The Central Bank of Trinidad and Tobago (CBTT) is set up according to generally accepted practices with recently updated policies and procedures. Information Technology (IT) governance responsibilities comingled with the second line of defense, resource constraints, information security function reporting to IT function, and less focus on payment systems other than SWIFT were some of the concerns identified by the Mission. The Identity and Access Management (IAM) project is in the preparatory stage, and the project arrangements were comparable to good practices observed elsewhere. CBTT’s regulatory environment on cyber is marked by instructions being part of several guidelines in an indirect way in the absence of a dedicated guidance on the subject. The seminar on cyber risk regulation contributed to building capacity to draft a guideline on the topic. Supervisory practices pertaining to cyber risk need strengthening with focus on addressing resource constraints, conducting regular risk-based onsite examinations, and setting up offsite supervision capabilities. The mission recommendations focused on strengthening the cyber posture of the CBTT as well as the financial institutions supervised by CBTT.

This paper presents six Resilience and Sustainability (RST) contribution agreements finalized with contributors between December 2022 and March 2023 including an existing agreement that was amended and restated. The concluded agreements provide for contributions in a total amount of about SDR 9.5 billion across the three RST accounts – the loan account, deposit account, and reserve account. The new agreements with six members add critical resources that support the continued smooth operations of the RST.

India’s journey in developing a world-class DPI highlights powerful lessons for other countries embarking on their own digital transformation, in particular a design approach that focuses on shared building blocks and supporting innovation across the ecosystem.
