*Please note this report is only available in Russian* This technical assistance (TA) mission on Government Finance Statistics (GFS) was conducted during October 10-21, 2022. The main purpose of the mission was to review and finalize the annual GFS data submission for 2021. Provide training to new compilers and source data providers in the fundamentals of GFS, the accounting principles, and classifications aligned to the Government Finance Statistics Manual 2014 (GFSM 2014), bridge tables, and data quality control procedures. In addition, the mission provided recommendations on the delineation of the general government and the broader public sector.

Abstract

This book is devoted to the problem of the decolonization of Kazakhstan, which is considered in the framework of postcolonial studies. The author raises issues of identity, historical and socio-cultural heritage of nomads. In addition, the book examines and destroys colonial and Soviet myths and stereotypes concerning the history, lifestyle and traditions of the Kazakhs. Considering that imperial sentiments are increasing in Russia (as a former metropolis), the process of decolonization seems to be urgently necessary for Kazakhstan. And this process is beginning to develop actively. This fascinating polemic will interest historians, scholars trying to understand the former Soviet space, and scholars of Eurasia.

Abstract

This book analyses the presidentialization of parties in three countries of the post-Soviet space - Russia, Belarus and Kazakhstan - and the role of this phenomenon in their recent political history. The concept of presidentialization of politics means that parties tend to adjust by becoming ‘presidentialised’ in the sense that parties delegate their leaders-as- Presidents to shape both their electoral and governing strategies. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.
