Abstract

While governments prefer to alter budgets to fit their ideological stances, the domestic and international contexts can facilitate or constrain behavior. The Politics of Budgets demonstrates when governments do and do not make preferred budgetary changes. It argues for an interconnected view of budgets and explores both the reallocation of expenditures across policy areas and the interplay among budgetary components. While previous scholars have investigated how politics and economics shape a single budgetary category, or collective categories, this methodologically rich study analyzes data for thirty-three countries across thirty-five years to provide a more comprehensive theoretical approach: a 'holistic' framework about the competition and contexts around the budgetary process and an of examination of how and when these factors affect the budgetary decision-making processes.

Abstract

The rise of 'smart' - or technologically advanced - cities has been well documented, while governance of such technology has remained unresolved. Abstract

Drawing on original fieldwork in Nigeria, Portia Roelofs argues for an innovative re-conceptualisation of good governance. Contributing to debates around technocracy, populism and the survival of democracy amidst conditions of inequality and mistrust, Roelofs offers a new account of what it means for leaders to be accountable and transparent. Centred on the rise of the 'Lagos Model' in the Yoruba south-west, this book places the voices of roadside traders and small-time market leaders alongside those of local government officials, political godfathers and technocrats. In doing so, it theorises 'socially-embedded' good governance. Roelofs demonstrates the value of fieldwork for political theory and the associated possibilities for decolonising the study of politics. Challenging the long-held assumptions of the World Bank and other international institutions that African political systems are pathologically dysfunctional, Roelofs demonstrates that politics in Nigeria has much to teach us about good governance.

This open access book compares the experiences of large-scale military procurement in Canada and Australia. Focusing on the recent frigate and jet-fighter programmes, it demonstrates how delays suffered in delivering weapons systems and platforms in these countries have been caused by misalignments between the strategic requirements set out by the armed forces and government defence policies. By bringing the insights of public management and administration to those of defence studies, the book presents policy options that will help improve the nature of future large-project military procurement. It will appeal to scholars and students of public administration, public management, and defence studies, as well as practitioners and policymakers. Andrea Migone is Assistant Professor at Toronto Metropolitan University, Canada. He has worked both in academia and the public service in the area of public policy, procurement and public administration. Alexander Howlett is a Researcher at the Canadian War Studies Association. Abstract

This edited book delves into several aspects of sports and sports management from a vantage of uncertainty and turbulence unleashed initially by COVID-19. The book, divided into three broad sections, deals in strategy and governance of sports organizations, use and evolution of technology in sports, and sports consumption and media. It starts from the backdrop of how sport assumed a new-found importance in people's lives while reeling under several phases of pandemic-induced lockdowns. Consumers felt how integral sports was in their lives when there were no live games to watch and bond on. Players, leagues, organizers, and media are still recovering, along with viewers, as sports makes a tentative comeback in our lives. COVID-19 was a precursor of the disruptions to come. Both the supply and demand sides have taken note of those disturbances to prepare themselves for any such potential derailments. The organizations, franchises, athletes, media, health care, logistics on sports have been reworking their strategies to keep coping with uncertainties. On the other hand, the consumers have transformed their sports consumption behavior over these two years, aided by the enormous technological changes. Such a backdrop paved the way for researchers to understand how the sports industry has dealt with this impact and has rediscovered itself to take its coveted spot. This book is a snapshot of several global sports changes and how they continue to evolve in an increasingly turbulent and uncertain world. Abstract

This book continues the discussion from Volume I on economic, fiscal, and financial crises in world history that have had a great impact on the entire world and the fiscal measures taken by governments to combat each crisis. Such events are often described as black swans, a concept introduced by Economist and Risk Analyst Nassim Nicholas Taleb in the book Fooled By Randomness in 2001, in reference to events that were thought to be impossible but had a huge impact when they did happen. The beginning of this book notes that crises are catastrophic periods when the consequences of economic mistakes made by governments are reflected to the public. Although economic crises are seen as opportunities in some cases, they have created a burden for the people. Some economic crises even triggered the world war. A recent example, Adolf Hitler, was seen as a hope of salvation in Germany due to the Great Depression and was brought to power. The twentieth century, when two great world wars took place on the stage of history, is the witness of major economic crises as well as wars. These crises have caused social and economic paradigm shifts to be experienced much faster and more effectively than the previous centuries. The transformation of the demand-oriented economic understanding created by the Great Depression in 1929 into an interventionist social state understanding, especially after the World War Two, increased the intervention of states in the socioeconomic field. In this period, the reconstruction of the countries, the development of social welfare services, the assurance of human rights, the acceleration of industrialization and development, and the economic growth and income growth of the countries resulted in the golden age enjoyed by the societies of the period. The interventionist social state, seen as a prescription and opportunity in the past crisis, was one of the cornerstones of the crisis in the last quarter of the century in the 1970s. Against interventionism, with the rise of neo-liberalism, financial liberalization, information society, and technological discoveries, globalization has become the new phenomenon of the age. This book examines in detail the causes, occurrences, and results of the twentieth-century crises.
