Failure in R&D efforts are fairly common and with many factors that contribute to the outcome. This book focuses on the role of principal investigators (PIs) in R&D project failures and provides a theoretical model explaining how firm characteristics, including those of the PIs, impact the probability of failure. The theoretical model also serves as a structural form model to motivate the empirical analysis which assesses the probability of failure in small technology-based firms. The author uses data from the U.S. Department of Energy’s (DOE) Small Business Innovation Research (SBIR) program to build a new and informative tool to assess R&D projects and demonstrate the strengths of the theoretical model. The association between PIs and R&D failure not only provides insights that can have a downstream impact to economic growth, but it can also provide policymakers with valuable information to aid decisions in allocating funds for R&D.

Therefore a new classification of enterprises has been defined, that represents all the dimensions of smart specialization, such as innovation, r&s, human capital, business relations, environmental sustainability, ability to drive the territorial development. This work introduces the results of a composite indicator on the microdata of the italian business census 2019, integrated with Istat business registers, identifying a score for each individual enterprises, rather than on aggregates (e.g. territorial). The idea is to have a synthetic value on microdata in order to calculate indicators on aggregates, for example on economic activities of enterprises, defined with respect to new policy needs. The results provide indications of potentials and strategic development trajectories of regional economies. The methodology adopted offer different opportunities for analysis: it's possible to evaluate the areas of smart specialization chosen by each Italian region for the coesion funds' 2021-2027 planning, which dimensions are stronger or weaker on each area, in order to give indications on investments and intervention priorities. It's possible to get an objective analysis of the region or country current situation in terms of research, innovation, industrial structures, skills and human capital. The output of this work is presented through different dashboards of outcome indicators for the Italian smart specialization areas at the regional or national level.

Advanced commercial technologies offer new opportunities for defense applications that could greatly affect military power and metrics of military advantage. This is relevant when it comes to civilian-based technological innovations found in the emerging 'fourth industrial revolution,' such as artificial intelligence, autonomous systems, 'big data,' and quantum computing. Militaries and governments around the world are increasingly focused on how and where advanced commercial technologies, innovations, and breakthroughs could potentially create new capacities for military power, advantage, and leverage. This process of exploiting civilian-based advanced technologies is referred to as 'military-civil fusion' (MCF). This book addresses MCF not only from a conceptual and practical sense but also comparatively as it explores how four different countries - the United States, China, India, and Israel - are attempting to use MCF to support national military-technological innovation. It will interest scholars, researchers, and advanced students of military, security, and technology studies, as well as analysts and policymakers in military and defense organizations.

Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway. This is an open access book.
