Many communities and regions are being left behind in the new economic order. The book starts with the premise that, in today's knowledge-based economy, innovation is key, but that only seems to happen in larger urban centres. It seems that smaller centres and peripheral regions can only look forward to decline and eventual irrelevance, but this need not be the case. Wherever there are people, there is the potential to innovate. This book demonstrates that innovators are not limited to inventors and entrepreneurs. Each innovation starts with an idea that is nurtured by its creator and incubated by the larger community. The book identifies different categories of creators such that many readers will recognize themselves as being, in fact, creators. And it identifies different ways of coming up with ideas, which may validate how creators spend their time. It identifies ways to judge whether ideas should be pursued or not and looks at the steps required to turn an idea into an innovation. Many declining communities and regions around the world have resuscitated themselves by being creative and innovative - sometimes in startling ways. This book will provide some ideas to help any region reinvent itself. But having a few individuals with good ideas is not sufficient to revive a region. This book also shows how effective leaders are needed to help stimulate more creative activity and, just as importantly, to coordinate the necessary resources to turn creative ideas into innovations. The book will appeal to students, scholars and researchers of economic, regional, social and sustainable development, innovation, public policy and economic geography, as well as practitioners and policymakers concerned with regional development and regional innovation policies.

До широкомасштабного вторгнення Росії 24 лютого 2022 року Україна досягла значного поступу в реалізації амбітних реформ регіонального розвитку та децентралізації. Результатом цих реформ стало створення 1 469 об'єднаних муніципалітетів, введення детальної багаторівневої структури планування регіонального розвитку, а також значне підвищення рівня надання місцевих державних послуг і державного фінансування регіонального та місцевого розвитку. Однак на шляху реформ виникли деякі проблеми, багато з яких були значно загострені війною Росії проти України. Ці проблеми включають збільшення регіональних економічних та демографічних розбіжностей і відмінностей у рівні добробуту, фрагментарну структуру фінансування регіонального розвитку, а також помітні розбіжності в адміністративних, кадрових і фіскальних можливостях муніципалітетів. У цьому звіті представлено глибокий аналіз поступу України у впровадженні реформ багаторівневого управління та досліджено роль місцевих органів влади в управлінні катастрофою. Виходячи з цього, у звіті рекомендуються можливі шляхи використання Україною разом з міжнародними партнерами багаторівневого управління, регіонального розвитку і децентралізації для підтримки процесів місцевої відбудови та відновлення з метою вирішення нагальних гуманітарних потреб, відновлення місцевої економіки та громад, а також посилення їхньої стійкості.

"Including the category of proximity in theoretical considerations and empirical analyzes in cluster organizations is an attempt to integrate existing approaches to understand and explain the specificity of inter-organizational cooperation developed in geographical proximity. The importance of geographical proximity to create a competitive advantage is emphasized in all theories on the establishment and development of industrial clusters. However, proximity should not be perceived only in the geographical dimension. The similarity of knowledge systems (cognitive proximity), relationships based on trust (social proximity), organizational links (organizational proximity), and finally the similarity of institutional operating conditions (institutional proximity) enable and facilitate the development of cooperation relationships between business entities. Each of the above-mentioned threads deals separately with issues that have much in common, namely they can be treated as different dimensions of the same concept - proximity. Proximity provides a specific concretization of the features, processes and mechanisms underlying inter-organizational cooperation, and thus facilitates its understanding, increasing the possibility of its effective management. The study provides new important elements to the current system of knowledge, filling in the cognitive and research gaps in the scientific literature on problems related to proximity development in cluster organizations. The new element includes a multidimensional concept of proximity explaining its role in the development of cooperative relationships in the cluster organizations. A strong point of the developed concept is its inductive-abductive origin and the use of grounded theory methodology, which is rare in the studies of cluster organizations. The developed concept has also significant practical advantages since it allows to consciously shape proximity in COs, thus contributing to the development of cooperation between cluster enterprises"--
