Abstract

Housing is a fundamental need and universal part of human living that shapes our lives in profound ways that go far beyond basic sheltering. Where we live can determine our self-image, social status, health and safety, quality of public services, access to jobs, and transportation options. But the reality for many in America is that housing choices are constrained: costs are unaffordable, discriminatory practices remain, and physical features do not align with needs. As a society, we recognize the significant role housing plays in our overall quality of life and the stability of our communities. We have made a national commitment to decent housing for all, yet this promise remains unrealized. Housing in America provides a broad overview of the field of housing, with the objective of fostering an informed and engaged citizenry. The evolution of housing norms and policy is explored in a historical context while underscoring the human and cultural dimensions of housing program choices. Specific topics covered include: why housing matters; housing and culture; housing frameworks and political ideologies; housing and opportunities; housing and the economy; housing discrimination; housing affordability; rental housing; and housing and climate change. Readers will gain an understanding of the basic debates within the field of housing, consider the motivations and performance of various interventions, and critically examine persistent patterns of racial and class inequality. Abstract

Over the years, official statistics have shown increasing attention to the territory in providing detailed and quality information and, in this sense, the Population and Housing Census has always guaranteed the availability of sub-municipal data useful for decision-making processes in the social, economic and environmental fields. The Istat modernization programme introduced the Permanent Census that, differently from the traditional decennial census essentially drew on collecting data from people, is strongly based on the integration of administrative and sample data, and planned for providing yearly statistical figures. This change requires new methodological and IT architectures. It is a revolution that - on the medium term - is expected to provide more stable and coherent figures at various territorial levels.In this framework, sub-municipal data derives from the integration of the Basic Register of Individuals and the Basic Register of Places. The quality of data depends on the quality of the Registers and the procedures adopted to integrate and elaborate input data. In this regard, Istat is working to improve the geocoding information and linkage procedures. One of the problem encountered is that of non-geocoded units. These are units without an allocation into an enumeration area because of problems in administrative data. Istat has studied a procedure integrating deterministic and probabilistic approaches for assigning the enumeration area to those critical units. An experimental study is carried out to evaluate the quality of the imputation procedure. In this paper, we discuss the approach adopted, the evaluation process, the results obtained and the impact on the quality of the data and the spatial analyses that can be carried out.

Abstract

The inability to afford a decent shelter has a detrimental effect on people's lives, their well-being and productivity, and the broader economy. Given the pervasiveness of the problem on a global scale, housing affordability is increasingly taking center stage in public discourse. Yet, there is little agreement on the definition of housing affordability and how to measure it. This paper draws on academic literature and lessons from government housing programs to evaluate how accurately conventional measures differentiate affordability levels by income segment, household composition, and tenure. With the objective of more accurately measuring the affordability of housing at the household and aggregate levels, the paper recommends testing (i) a progressive housing Expenditure-to-Income ratio, calibrated by income segment, and (ii) a modified Residual Income Method that uses household expenditure instead of income as well as a simplified budget standard for non-housing expenses. Application of the latter methodology in urban Pakistan highlights a significant underestimation of housing unaffordability using conventional approaches, especially for the lowest income groups. Moreover, the case study indicates that conventional approaches to the measurement of affordability may not adequately reveal the differences in affordability across income segments and household compositions.

Abstract

"This book addresses key issues in housing policy through the lens of the philosophical concepts that underpin them. It is intended to be an introduction to philosophical subjects and how they relate to key housing issues and deals with the concepts with enough rigour and depth to be of use to undergraduate and postgraduate students and teachers. Both practitioners in the housing sector and academics researching housing related subjects often use terms such as 'fairness', 'social justice', 'tenure', 'property', 'home' and others as if there is a single agreed meaning for these terms. But these terms can be highly contested and there are multiple viewpoints for each of them that could change how we approach them, and how we therefore create, interpret, and implement policies and procedures. This book aims to introduce certain concepts and provide guidance and stimulate thinking around how they make an impact on real world policy. Each section opens with a relevant case study designed to highlight the philosophical concepts to be discussed and coverage ranges from homelessness to the role of government and the State, to house prices, value, and property rights. The book will be of interest to students at both undergraduate and postgraduate level, studying housing qualifications or philosophy, sociology, politics, governance, and social policy - it will be of particular use for those interested in the application of philosophical concepts to a real-world policy area with clear consequences"--
